[Busmgrs] Common School Fund Payments

The Common School fund payments were transferred by the Oregon
Department of Education yesterday (1/24/06) to the school districts LGIP
accounts in the same fashion as the monthly State School Fund Payments.
(One district will receive a warrant as usual.)

the news announcement of this distribution.  The news announcement shows
the amounts of the distribution by county and by school district.
