[Busmgrs] Excess Cost V-Tel Training

	RE: Excess Cost V-tel
	Eric Richards will be conducting a 2 hour v-tel training on
Excess Cost Calculation on January 9, 2007.  By that time all districts
will have completed audits for fiscal 2006-2007 and should have
submitted hard copies to Barbara Cruickshank by December 31, 2007.
	There have been several questions asked since the November 15
training, which will be covered during this v-tel.  
One of those questions has to do with using the appropriate count for
students with disabilities. After looking at the SECC numbers we have
posted with the Federal Flow-Through amounts and doing some data
analysis, we have come up with a way to get a more "accurate" SECC
number for purposes of the Excess Cost calculations. The SECC number
that is used in the federal funding formula includes students in a
number of state operated programs that probably do not belong in the
Excess Cost calculations. I am attaching a document that contains
instructions on how to download the most current SECC data that was
submitted to ODE.

	The v-tel will be broadcast throughout the state, and will also
be video streamed so that you may be able to watch on your personal
computer. Please send a message to Barbara Beckner  at
barbara.beckner at state.or.us  (with copy to me) if your ESD wishes to
host.  The ESD will need to include the name, phone number, and e-mail
address of its IT contact person, and its E164 code.
	Another message will come out in late December.  Just wanted to
make sure you place this date on your calendars, communicate with your
ESDs if they wish to host, and receive clarification on which IEP count
to use for the calculations.
