The Budget videoconference is scheduled for Thursday, February 7, 2008
from 2 to 3:30 PM. The PowerPoint presentation has been posted at

x Gordon Tiemeyer, Department of Revenue, will present the portion on
resolutions and supplemental budgets restrictions and requirements after
the budget has been adopted. This presentation will basically be a
review for those that have attended the Budget presentations in prior
years. To get your ESD set up for viewing, contact Barb Beckner at the
ODE HelpDesk at 503 947-5715 or ode.helpdesk at state.or.us or it may be
viewed through 'live stream'.
It has taken 10 weeks to review, reconcile and publish the first 89
school districts' 2006-07 Actuals/CAFR-Audits. Currently eleven audits
remain with known reconciliation issues. If you want to see if your data
has been published, please go to the DBI Website at
http://www.ode.state.or.us/data/reports/toc.aspx , go to
Finance/Funding, Actual Expenditures by Fund, Function and Object,
2006-07, Submit Query, select your district (and No ESDs) and Review
Report. If data is there, your reconciliation process is complete,
except there are still 11 districts who do not have 'verify submission'
dates after their submission dates.
That leaves 3 weeks to review, reconcile and publish the remaining 128
school districts and ESDs. Your assistance is requested in making sure
the data submitted matches your audit. You may do so by following the
procedures listed below.
Everyone who has submitted Actuals data, can see the Reports and do the
'verify submission'. Once you have submitted your district Actuals (due
12/11/07), please make sure your submission agrees with your audit/CAFR
(due 12/31/07). Go to the ODE District Website
https://district.ode.state.or.us/ and Login. Go to Applications,
Consolidated Collections, and Reports (to the right of Institution
Collections on the bar across the top of the page). Go to Actual
Expenditures or Actual Revenues, then select FallActExp06-07 or
FallActRev06-07, then select the reports listed below.
ACTUALS Ending Fund Balances - check totals by Fund for Beginning Fund
Balances, Revenues and Expenditures
EXPENDITURES by Fund and Function - check each major Fund at each bold
Function level in PBAM
EXPENDITURES by Fund and Object - check each major Fund at the major
Object level like 100, 200, etc.
REVENUES by Fund and Source - check each major Fund at each bold Source
level in PBAM
Each Report may be printed by right clicking on the open report, left
click on print, request 'landscape' and print.
Also please 'verify' your Actual Expenditure 06-07 and Actual Revenue
06-07 submissions. Go to the ODE District Website
https://district.ode.state.or.us/ and Login. Go to Applications,
Consolidated Collections and you should see a box titled 'Consolidated
Collection Status Tracking'. To the right of the heading, change the
[School Year] to 2006-07. You may have more than one page so either sort
by Collection Name or click on the next page number until you locate
Actual Expenditure 06-07 and Actual Revenue 06-07 and click on the green
arrow to the right. Scroll down and click on [Verify Submission]. Do
this for both collections.
For ESD's you must also do the same verification process for the ESD
Direct Support 06-07 collection. This collection was due Monday,
December 31, 2007. 
The 581-3211C Supplemental Information is required. In addition please
make sure that your audit has a Schedule of Federal Awards that agrees
with the total federal revenues documented in your audit. The
reconciliation process is much easier if each audit includes the 2006-07
District Revenue and Expenditure Summary which may be found at
https://district.ode.state.or.us/apps/info/DataCllctnDetail.aspx?id=117
under Documents.
Eight districts have not submitted their audit yet and 9 districts have
not submitted their Actuals. Please do what you can to get everything
in.
