Good afternoon everyone:

State School Funds

Just a brief note to let you know I have posted revised State School Fund (SSF) estimates on the SSF website at the following link: http://www.ode.state.or.us/search/results/?id=168 The new estimates reflect the Governor's recommended reductions of $243,330,056, which includes a reduction of $5,356,765 to the "Trigger" in light of the May 27, 2010 correction to the May revenue forecast and the $577.1 million shortfall for this biennium. The impact of the revision now represents an average reduction in funding for the 2010-11 school year in the approximate amount of $351 per ADMw for school districts and approximately $17 per ADMw for ESDs, for a total average reduction of $368 per ADMw.

Please note: Some districts will see a dollar amount per ADMw that is above the average and some districts will see a dollar amount per ADMw below the average. This is due to the varying Teacher Experience and Transportation Grants from district to district and the proportionality they represent in each district's Total Formula Revenue.

Federal State Fiscal Stabilization Funds

I have also posted a preliminary district-by-district forecast of the 2010-11 federal State Fiscal Stabilization Fund (SFSF) at the following link: http://www.ode.state.or.us/search/page/?id=1363 The SFSF section will be at the top of the page. Preliminary results indicate an average of $95 per ADMw for school districts and approximately $5 per ADMw for ESDs. Please note: these are the preliminary results based on the May 27, 2010 SSF estimates - I will make final calculations and post the results in July just before I start the 2010-11 SSF payments. Again, these funds are to reimburse General Fund expenditures that align with the core reforms of the American Recovery and Reinvestment Act of 2009.

Future Adjustments to Funding

At this time it's hard to say if the Governor's recommended reductions will ultimately be adopted. If I hear anything about a June Special Session, I'll certainly let you know as soon as possible.
