The State Controller's Division will host the 90 minute Thompson
Interactive audio conference "Managing Federal Grants and Subgrants
Under the Recovery Act - What You Need to Know Now."  Below are the

Course Description:

The American Recovery and Reinvestment Act (aka "The Recovery Act" or
"The Stimulus") has started to kick in and a big part of the federal
spending it mandates is in federal grants and subgrants. Under orders
from the Obama Administration, federal agencies have already started
awarding formula grants to states and localities and to get their
discretionary grant awarding apparatus operating. But, with all that
federal money being teed up for expenditure, it's not surprising that
the demands for fund accountability are loud and clear. The President
has already personally lectured federal agency heads and various groups
of recipients about their stewardship responsibilities. And Congress has
added plenty of new resources for the federal inspectors general to
specifically expand their efforts to prevent and detect fraud, waste,
and abuse in these programs. Finally, special new expanded reporting
requirements are intended to achieve a level of federal program
disclosure and transparency that is unprecedented. The federal
assistance situation is more fluid and dynamic than any seen in the last
forty years.

This audio conference will provide an up-to-date and practical snap-shot
of what grantees, subgrantees and their independent auditors will be
expected to do in the weeks and months ahead to manage and oversee the
high profile awards that are being made under the Recovery Act. 

During this audio conference you'll learn:

*	How are formula allocations and discretionary grant
opportunities being announced? 
*	What steps should grantees and subgrantees take to be
"award-ready?" 
*	How will existing grant and subgrant awards likely to be
affected? 
*	What steps must prime grantees and other pass-through entities
take concerning their subgrantees? 
*	What existing federal laws, OMB Circulars and agency regulations
will continue to apply? Which ones may not? 
*	What new financial and performance reporting will be required of
grantees and subgrantees? 
*	What requirements will flow to contractors under grants? 
*	Will Recovery Act funds be considered "high risk" targets for
Circular A-133 audits? 
*	What key grants management questions haven't been conclusively
answered and how to deal with those uncertainties? 
*	How can you continue to effectively monitor Recovery Act
developments?
