Subrecipient or Vendor: Are You Sure You Know the Difference?


One of the most common audit findings is that a prime grant recipient
has failed to correctly identify a subrecipient as such and has instead
executed a contract.  That can lead to the complete disallowance of the
entire amount of the subaward.  Recipients, subrecipients, federal grant
managers, and federal auditors need to know the distinctions between
subrecipients and contractors/vendors, understand the relevant federal
requirements, and be sure that the proper terms are included in their
agreements.  

In this 90-minute webinar, grants law specialist Stacia Le Blanc will
provide you with the information to correctly identify subrecipients
from vendors, and discuss what difference that makes in the
administration of those agreements.  Ms. Le Blanc will also be available
to answer your questions during the live Q&A portion of the webinar.

Stacia Le Blanc
Stacia Davis Le Blanc specializes in the areas of government grants,
cooperative agreements, federal audit defense, and administrative law,
previously as a partner in the Federal Grants Practice Group and
recently established her own company.
 
Ms. Le Blanc had a long and distinguished career in the Office of
General Counsel within the U.S. General Services Administration and the
U.S. Department of Commerce.  In that capacity, she represented these
agencies in actions in federal district court, the Court of Federal
Claims, Government Accountability Office, and the General Services
Administration Board of Contract Appeals, as well as cost disallowances,
audit resolutions and appeals, and nonprocurement debarments.
 
Ms. Le Blanc is a recognized leader in federal grant law, providing
training to grantees and contractors, several Congressional committees,
grants officers, program officers, and contracting officers, as well as
speaking engagements and moderating panel discussions for the National
Grants Management Association, National Grants Partnership, Federal
Publications Seminars, Public Contracting Institute, National Contract
Management Association, Federal Bar Association, and the American Bar
Association.  She represents all types of grant recipients, including
for-profits, non-profits, educational institutions, state, local, and
tribal governments before a variety of funding agencies.
