OMB Grant Reforms

The purpose of this webinar is to learn about the U.S. Office of Management and Budget's (OMB) grant reform proposals in its recently released document, Proposed OMB Uniform Guidance: Cost Principles, Audit, and Administrative Requirements for Federal Awards.  With this massive set of proposals (200 plus pages), OMB is streamlining eight existing circulars into one document.  These include:

*         Administrative Requirements (the government-wide Common Rule implementing Circular A-102, A-110 and A-89),

*         Cost Principles (Circulars A-21, A-87, and A-122), and

*         Audit Requirements (Circulars A-133 and A-50).

OMB seeks to ensure the highest integrity in the financial management and operation of federal programs and to strengthen accountability for federal dollars by improving policies that protect against waste, fraud, and abuse.  At the same time, OMB is attempting to increase the impact and accessibility of programs by minimizing time spent complying with unnecessarily burdensome administrative requirements.

OMB believes that these proposals ensure that grants are awarded based on merit; that management increases focus on performance outcomes; and that rules governing the allocations of federal funds are streamlined, and better focus the Single Audit to reduce waste, fraud, and abuse.

This webinar will focus on a variety of different areas of the proposals and cover specifically the proposed changes to the cost principles and the Single Audit provisions.  Regarding Single Audits, a number of changes are being proposed including revisions to the:

1.     Single Audit threshold

2.     Type A and Type B program determination process

3.     High-risk Type A criteria

4.     High-risk Type B testing

5.     Percentage of coverage rules

6.     Low-risk auditee status

7.     Reduction in the types of compliance requirements to be tested

8.     Questioned cost threshold

9.     Indirect costs and time and effort reporting

Importantly, at the conclusion of the presentation, you will have an opportunity to ask questions about specific cases pertaining to your own circumstances.
