Mazama Room in DAS East.  There is no cost to attend this webinar, and 2 hours of continuing professional education is available. NASACT, in conjunction with the Association of Government Accountants and the Association of Local Government Auditors, is pleased to announce the latest in its series of training events addressing timely issues in government auditing and financial management.

GAO issued Standards for Internal Control in the Federal Government: 2014 Revision, also known as the Green Book, on September 10, 2014.  Internal control helps an entity run its operations efficiently and effectively, report reliable information about its operations, and comply with applicable laws and regulations. These standards provide the overall framework for designing, implementing, and operating an effective internal control system.

This new edition of the Green Book also has greater detail and depth.  While retaining the five components of internal control found in past editions, which apply to all organizational levels and to all categories of objectives, the 2014 version also presents 17 new principles that enumerate management responsibilities in implementing and overseeing an effective internal control system.  GAO has adopted the key concepts from the 2013 Committee of Sponsoring Organizations of the Treadway Commission (COSO) Internal Control - Integrated Framework, and adapted them for a government environment.

State, local, and quasi-governmental entities, as well as not-for-profit organizations, may adopt the new Green Book standards as a framework for an internal control system.  In fact, one state, Minnesota, has embraced the new Green Book standards and is in the process of transitioning away from the COSO framework.

This webinar will highlight the final provisions of the new Green Book, including a discussion of the impact of the most significant changes.  Representatives from Minnesota will explain their state's journey to establish strong internal controls and why they are planning to shift from COSO to the Green Book as the executive branch's internal control standard.  Views will be provided from both management and the independent legislative auditor.
