[CAFR-Contacts-News] OAM 15.40.00 Expenses, Expenditures, and Payables bas been updated

Hello CAFR Contacts,

OAM 15.40.00 Expenses, Expenditures, and Payables has been updated and placed out-for-comment:  https://www.oregon.gov/das/Financial/Acctng/Documents/15.40.00%20Expenditures.pdf.

The primary reason for the update was to include the administrative hold procedures, which provide a mechanism to garnish amounts payable to vendors who also owe the state money.  Those procedures can be found at paragraph 124 of the draft OAM.  The OAM pertaining to the receivable side of this transaction is 35.30.90<https://www.oregon.gov/das/financial/acctng/documents/35.30.90.pdf> Coordination of Vendor Payments.

Other changes to this draft OAM include:


*         Consolidating the PO and PR versions of the existing OAMs into a single OAM, consistent with the current format for OAMs.

*         Updating ORS references.

*         Updating and removing certain links, consistent with the current format for OAMs.

*         Paragraph 101 of OAM 15.40.00.PR was removed and the pertinent portion was added to the "Exclusions and Special Situations" portion of the draft OAM.

*         Addition of paragraph 118 "Credit Card Surcharges", which are accounted for in CO 4735 and has been in the chart of accounts OAMs (60.20.00<https://www.oregon.gov/das/Financial/Acctng/Documents/60.20.00.pdf> and 60.30.00<https://www.oregon.gov/das/Financial/Acctng/Documents/60.30.00.pdf>) since about 2013.  The guidance contained in the draft OAM is consistent with direction given via the CAFR Contact News when this comptroller object was established.

*         Paragraphs 119 through 121 which pertain to "Collection Fees", have been updated to reflect debt collection centralization through Other Agency Accounts (OAA) at the Department of Revenue.  Centralization became effective July 1, 2018.

*         Minor wording changes, for example "net assets" changed to "net position" to be consistent with current GAAP.

Given the time of year, this OAM will be out-for-comment for one month, rather than the standard two weeks, so please provide comments to me by close of business on Friday, August 31.
