Hello CAFR Contacts,

We were recently made aware that the SPOTS OAM (55.30.00) needed a small correction to agree to the related statute that was not incorporated in the recent update.  Due to the nature of the adjustment, we have not sent this this change out for comment.

The changes were limited to the following:


*         Paragraph 103.a was changed from $5,000 to $10,000

*         Paragraph 103.a(2) had two references that were changed from $5,000 to $10,000.

Hello CAFR Contacts,

There was a miscommunication within my office and we posted an old version of OAM 55.30.00 SPOTS Purchase Card Program earlier.  The version that is actually out-for-comment is now posted on the SARS website.  As before, there are two versions, one utilizing track changes and one without.  The substantive portion of the proposed updates to the OAM add paragraph 130.g and amend paragraph 131.c, which related to authorized and unauthorized purchases, respectively.

Hello CAFR Contacts,

OAM 55.30.00 which covers SPOTS use is out for comment until Thursday, February 7 (https://www.oregon.gov/das/Financial/Acctng/Pages/OAM.aspx).  Two versions are available, including one that uses track changes.  The most significant change is to prohibiting use of the SPOTS card for employee moving expenses due to federal tax changes in 2018 that precipitated the change to OAM 50.20.00 Moving Expenses last year.  There are some other wording changes as well.
