The "Certification-1.docx" that is attached relates to the Coronavirus Relief Fund (CRF), which is referenced below. State agencies do NOT do anything with this certification. The state as a whole has already done so. Hopefully this avoids some confusion.

Good afternoon,

Here's today's update;  please keep letting us know how we can assist you.


More Non-Congregate Sheltering:  There has been some confusion around NCS and the extent of allowable costs and we just want to make sure we at the region and our state partners are on the same page about the NCS policy and process in general. There has been no change to the PA program, and no additional authority or provisions to allow costs that wouldn't ordinarily be eligible under any declaration, including for NCS.   In this case, NCS approvals are for the activities tied to public health orders.  Approvals for NCS activities don't constitute approval for any specific costs, and requests for reimbursement must go through the standard state/FEMA process and meet the usual criteria. As always, please let your PA lead know if you need any assistance regarding NCS or anything else.



We are messaging these main general points:



*       Pre-approval of NCS activities is always required under the PA program; this is not unique to COVID-19.  Without the approval, only congregate sheltering costs can be considered for eligibility.

*       Jurisdictions may have different needs for NCS and different orders or directives from public health officials.

*       Each approval specifically addresses the request from the jurisdiction and public health orders in effect there; the eventual reconciliation of orders from public health officials with the actual work performed will govern reimbursable costs.

*       Costs must be submitted to FEMA through the state, and they will be evaluated for compliance with public health orders and PA program requirements.



Additional standard eligibility criteria:



*       The non-congregate sheltering must be at the direction of and documented through an official order signed by a state, local, tribal, or territorial public health official.

*       Any approval is limited to that which is reasonable and necessary to address the public health needs of the event and should not extend beyond the duration of the Public Health Emergency.

*       Applicants must follow FEMA's Procurement Under Grants Conducted Under Exigent or Emergency Circumstances guidance and include a termination for convenience clause in their contracts.

*       Applicant must provide an analysis of the implementation options that were considered and a justification for the option selected.

*       The funding for non-congregate sheltering to meet the needs of the Public Health Emergency cannot be duplicated by another federal agency, including the U.S. Department of Health and Human Services or Centers for Disease Control and Prevention.

*       Applicable Environmental and Historic Preservation laws, regulations, and executive orders apply and must be adhered to as a condition of assistance.

CARES Act Provider Relief Fund Update: The CARES Act Provider Relief Fund Payment Attestation Portal<https://covid19.linkhealth.com/> is now open. Providers who have been allocated a payment from the initial $30 billion general distribution must sign an attestation confirming receipt of the funds and agree to the terms and conditions within 30 days of payment.

Treasury Coronavirus Relief Fund and other Resource Summary Websites: Per the discussion about the Treasury revenues sharing -CARES Act Coronavirus Relief Fund.  Treasury is currently messaging that eligible SLTT entities should go ahead and register by midnight 4/17 and the details will be worked out on the back side.  More guidance is expected to be posted by tomorrow.

Upcoming Grants Portal webinars (flyer with more info attached): To ensure minimal confusion with the start time of the GP webinars, the Training team have provided the time in EST, CDT, and PDT. For the upcoming week, there will only be one opportunity to receive the recipient training, since next week is primarily focused on Applicants. As always, if you have a GP training need, please let us know.  JS Comment:  It is highly recommended that potential FEMA Public Assistance applicants such as State, local, tribal governments and certain private nonprofits attend the Applicant Basics Grant Portal training.  This is the main mechanism used by FEMA to build your FEMA projects for future eligible reimbursements.  FEMA HQ is working on a specific COVID 19 template (like TurboTax) in Grants Portal, we expect it will be available in Grants Portal in May, we will keep you updated.
