Subject: RX Public Assistance COVID-19 FEMA Daily Update 4.23.2020

Good afternoon,

Here's today's update;  please keep letting us know how we can assist you.

Clarification on approvals for food distribution costs over 30 days: We have had some questions about approval for food distribution costs that exceed 30 days; we have developed the process below, similar to NCS requests:
Step 1:  Applicant submits time extension request to the State
Step 2:  State forwards request to FEMA with their recommendation
Step 3:  FEMA forwards the request to the RA for approval with our recommendation
Step 4:  RA approves/denies time extension request

National Health Emergency Extended: Secretary of HHS renewed the Public Health Emergency for COVID-19 (link<https://www.phe.gov/emergency/news/healthactions/phe/Pages/covid19-21apr2020.aspx>); all PA COVID policies and guidance that are limited to the duration of the PHE remain in effect.

IA Crisis Counseling versus PA eligible mental health services in shelters: We have had some questions regarding the difference between crisis counseling, which is an Individual Assistance Program, and emergency medical mental health needs in sheltered populations. Crisis counseling seeks to help survivors understand that they are experiencing common reactions to extraordinary occurrences. Crisis counselors work closely with community organizations to familiarize themselves with available resources so they can refer and link survivors to behavioral health treatment and other services. Limited emergency mental health needs for eligible PA sheltered populations may be eligible under PA. Cost share adjustment questions:   We've had some questions about and interest in cost share adjustment requests.  The authority to adjust the Public Assistance cost share always resides with the President.  FEMA will recommend an increase in the federal share to not more than 90% for Public Assistance when a disaster is so extraordinary that actual federal obligations under the Stafford Act, excluding administrative cost, meet or exceed a cost of $149 fed share per capita (Alaska  $105,824,419, Idaho $233,569,718, Oregon $570,830,026, and Washington $1,001,956,460). Please note that this applies to DRs only, not EMs.  Aside from this established process, grantees can also, of course, request any cost share adjustment they'd like at any time.   The governor or tribal chief executive or GAR or TAR should address the cost share adjustment request to the President and submit it through the RA. FEMA will review the request and supporting documentation and make a recommendation  based on the particular circumstances. The regulations can be found at 44 CFR 206.47.
