Subject: RX Public Assistance COVID-19 FEMA Daily Update 4.24.2020

Good afternoon,

Happy Friday! This will be a long email, so you have been warned! Please keep letting us know how we can assist you, and if there are any particular topics or questions you'd like to be addressed.

Project processing update: As we've made progress on multiple projects, it has become clear that there are some speed bumps in the processing system, either as a result of the rapid fire changes being implemented for COVID or from inherent limitations. We are working closely with the program delivery and business architecture folks at HQ to resolve issues as they arise, but it appears we should all be prepared for more flying monkeys as we continue down the yellow brick road.

Treasury Coronavirus Relief Fund Updates: The Department of the Treasury further updated its Coronavirus Relief Fund guidance<https://home.treasury.gov/policy-issues/cares/state-and-local-governments> this week. Last night they added information about eligibility of Alaskan Native Corporations; Wednesday they added guidance for SLTT eligible recipients and an FAQ. Treasury informs us that they will continue to update the FAQ and guidance as they work through implementation issues. The current guidance does not explicitly answer all of our questions about cost share. Below are talking points on duplication of benefits. HQ is currently working on additional guidance for avoiding duplication of benefits.


*       The CARES Act and supplemental appropriations provide significant Federal funding from a number of departments and agencies to address the impacts of the COVID-19 pandemic, including the Treasury, HHS, HUD, USDA and FEMA. Some of these authorities are very broad, and FEMA and other Federal agencies may be able to provide assistance for the same activities, however funding cannot be used to pay for the same cost twice. Applicants should not wait on funding determinations to take actions necessary to protect public health and safety.



*       FEMA is working with other Federal agencies to coordinate the provision of assistance, so that applicants can make the best decisions on funding in order to meet the needs that they face. As part of this effort, FEMA is also coordinating with other agencies to ensure that Federal assistance is not duplicated from various sources. Section 312 of the Stafford Act prohibits FEMA from providing financial assistance where it would duplicate funding from another program, insurance, or any other source for the same costs. Applicants should not request funding for costs that are being claimed or paid for by other sources of funding.  If FEMA or the Recipient later determines an Applicant has paid for costs using funding from another federal agency, FEMA may de-obligate funding and the Applicant will have to demonstrate that duplicate funding was not provided.


*       The FEMA Public Assistance Program is implementing controls to prevent duplication of benefits in the provision of Public Assistance funding, and is highlighting this requirement in the program delivery process so that applicants are aware of this as they apply for Public Assistance funding. Applicants certify to the following in applying for PA funding: "I certify that the specific activities and costs in this project application were not requested from another funding source or, if they were requested, that other source has not yet approved the funding. Further, I certify that if the Applicant does receive funding for the specific activities and costs in this project application, I must notify the Recipient and FEMA, and funding will be reconciled to eliminate duplication."

Crisis Counseling Supplemental: Please see the attached pending supplemental resource for crisis counseling. The HHS COVID program is funded by CARES Act, and is specific to Mental Health/Crisis Counseling. Be aware that these programs are still pending.

Livestock Carcass Disposal: In coordination with USDA, NRCS provides assistance to agricultural producers through the Environmental Quality Incentives Program (EQIP), the plan is to utilize this program to assist producers who need to dispose of livestock.

COVID-19 Food System Recovery Resources: Our friends over at FEMA Region 9 are currently developing a SLTT tool to overview food systems resources and programs capable of being used to respond and recover from the impacts of COVID-19. The attached resource is still in draft form, and there are still some parts that need to be changed (e.g. Pandemic EBT/ P-EBT<https://www.fns.usda.gov/snap/state-guidance-coronavirus-pandemic-ebt-pebt> is an option, and that P-SNAP is not D-SNAP)  but we hope that even this draft form might be helpful. We will let you know when the SLTT tool gets finalized.

EMMIE Outage: The FEMA Network Operations Center will be performing systems maintenance this evening, April 24th beginning at 9:00 PM until 1:00 AM EDT Saturday, April 25th. During this time EMMIE will not be available.

COVID-19 Best Practices: Over the last month, FEMA has been working with HHS to collect and share best practices and lessons learned from the whole-of-America response to the coronavirus (COVID-19) pandemic. In response, the continuous improvement team created a website<https://www.fema.gov/coronavirus/best-practices> that compiles the most up-to-date, vital information in one central location for medical practitioners, emergency managers and other critical stakeholders. The information can help users learn from each other's approaches and apply solutions to current response and recovery operations. We would like to invite our SLTT partners to submit any best practices and/or lessons learned to the FEMA Continuous Improvement Program<mailto:fema-cipsupport at fema.dhs.gov> email.
