The ORS definition of a career school "means any private proprietary professional, technical, home study, correspondence, business or other school instruction, organization or person that offers any instruction or training for the purpose or purported purpose of instructing, training or preparing persons for any profession". Career schools are licensed by the Department of Education. Nursing assistant and medication aide training programs also have regulatory oversight by the Oregon State Board of Nursing (OSBN). Over this past year, OSBN has been working with the Department of Education and stakeholders to increase the student protections in our rules. On June 23, 2011, the Board approved changes to Division 61 of the Nurse Practice Act. These changes to Division 61: 1) Require training program providers to be licensed with the Department of Education if they offer more than just the nursing assistant and medication aide training. 2) Offer option to training programs to apply for exemption from licensing through the Department of Education if they only offer nursing assistant and medication aide training. 3) Provide specific requirements for an enrollment agreement and disclosure statement. 4) Add changes to policies and procedures to list of items requiring Board approval. 5) Insert new standards related to organization and administration, e.g., financial viability and business practices. Please give the attached form to all current and future students in your nursing assistant training program. The form can also be found at: https://apps.state.or.us/cf1/FORMS/index.cfm?fuseaction=FORMS.noBindGrid . This form is to be presented to licensed nursing facility (nursing home) employers enrolled in the Medicaid/Medicare program within the first twelve months of graduation from the nursing assistant training program. The student will need to present the form with receipts for money paid by them and a copy of their certificate of completion from the nursing assistant training program. A copy of the notice regarding this new form that was sent to the administers of the licensed nursing facilities is attached. Please feel free to contact me with any further questions.
