Greetings friends and community partners,
 
I am reaching out to encourage advocates for and leadership in diverse
communities of color, communities of people with disabilities, and LGBTQ
communities to engage in assuring excellent nominations for several
Executive Appointments to implement Oregon's Health Care Reform laws.
 
Executive leadership, small business ownership, leadership or executive
experience with health insurance purchasing and health care
administration, public health, research and clinical leadership are
likely to be some of the critical skill sets for a competitive
nomination.
 
With communities of color, people with disabilities, and LGBTQ
individuals experiencing poorer health outcomes, the Exchange Board and
four other health care reform work groups listed below are critical
vehicles for assuring a health system that can address culturally
diverse, community-specific needs.  Please look at the call for
nominations below along with the attached information.
 
The deadline for applications is July 15 - so time is of the essence.

OREGONHEALTH SYSTEM TRANSFORMATION WORK GROUPS 
&
OREGONHEALTH INSURANCE EXCHANGE BOARD OF DIRECTORS
 
Oregonhas passed historic health care legislation this session to help
create a health insurance exchange and to begin transforming and
improving care under the Oregon Health Plan. The next steps will be to
deliver plans to lawmakers by February, 2011. 
 
Success will depend on public participation and gathering the best
thinking in our state. To that end, Gov. Kitzhaber is calling for
nominations for people to participate in the process. There are
opportunities for short-term service on HB 3650 work groups and longer
term service on the Oregon Health Insurance Exchange Board of Directors.

 
OREGONHEALTH INSURANCE EXCHANGE BOARD OF DIRECTORS - SB 99
Deadline for application: 9 a.m., Friday, July 15, 2011
 
Senate Bill 99 created the Oregon Health Insurance Exchange Corporation
as a public corporation overseen by a nine-member Board of Directors.
Board members will be appointed by the Governor and confirmed by the
Oregon Senate. Members will serve staggered four-year terms. 
In order to establish a Board that best represents Oregon, SB 99 is
specific in that nominees must be individuals who:
 
1.      Are citizens of the United States and are residents of Oregon.
2.      Have demonstrated leadership skills and experience in their
professional and civic lives.
3.      Represent, to the greatest extent possible, the geographic,
ethnic, gender, racial and economic diversity of the state.
4.      Collectively offer expertise, knowledge and experience in
individual insurance purchasing, business, finance, sales, health
benefits administration, individual and small group health insurance,
and the use of the health insurance exchange.

WORK GROUPS: OREGON HEALTH SYSTEM TRANSFORMATION- House Bill 3650
Deadline for application: 9 a.m., Friday, July 15, 2011
 
Oregonhas an opportunity before us. Given the high cost of health care
and the state budget realities, we all know we have to do something to
improve care and lower costs. To that end, the Legislature has passed HB
3650, which would restructure the Oregon Health Plan delivery system

through Coordinated Care Organizations. The goal is to bring better care
for clients through greater coordination, efficiency, accountability and
flexibility. 
 
To help develop the plan for Coordinated Care Organizations, there will
be fourwork groups, appointed by the Governor and chartered by the
Oregon Health Policy Board to provide input and consultation to Oregon
Health Authority staff between now and December 2011. The groups will
be: 
 
·         Coordinated Care Organization (CCO) criteria 
·         Global Budget Methodology
·         Outcomes, Quality and Efficiency Metrics 
·         Medicare-Medicaid Integration of Care and Services
