HR & Payroll Partners,

I wanted to take a moment to clarify the role of the DAS CPERS team and how we function on behalf of state agencies.

In 2004 PERS implemented a new system (EDX) that required employers to report personnel and payroll data to PERS monthly. With the state being considered one large employer, the decision was made to make PERS reporting a centralized function, and thus the CPERS team was born. The role of the CPERS team is to function as the sole PERS Reporter for all active, closed and consolidated state agencies. Agencies pay DAS Financial Business Systems for this service through the price list.

The CPERS team compiles all data from Workday and OSPA and sends it to PERS in a monthly file. This data is loaded into the EDX system and then reconciled by the CPERS Analysts. If PERS employee account issues arise as a result of the reported data, or as a result of something discovered during retirement benefit processing, the CPERS Analysts works with both PERS and the agency payroll or HR staff to resolve any issues.

As a result of this design, it is intended that all PERS employee account issues go through the CPERS team. Agency HR & payroll staff are not authorized to work with PERS directly to resolve account issues. (See the CPERS team email address provided below.)

There are two exceptions to this:
1.     Agencies are authorized to contact PERS directly to receive a status check from PERS when hiring new employees. CPERS provides PERS with a list of authorized individuals at each agency who can perform a status check. During the status check PERS may provide the agency with specific information; such as contribution start date, PERS Plan, Job Classification, and retired status.
2.     State employees contact PERS directly about their own PERS benefits.
