[DAS_Centralized_PERS_Services_Team] Restoring sick leave for retirees

Greetings payroll & HR partners,

The purpose of this communication is to provide some clarification about restoring sick leave for retirees.

PERS Retirees:
The state of Oregon participates in the PERS Retiree Sick Leave Program. This applies only to PERS Tier 1 & Tier 2 members only. For PERS Tier 1 & Tier 2 members, sick leave is considered used once it is reported to PERS at the time of termination/retirement.

If a PERS Tier 1 or 2 member returns to work as a retiree, or unretires and returns to active service, their sick leave balance cannot be restored.  The Oregon Accounting Manual recommends the SL balance be adjusted to zero 60 days following termination. If the employee immediately returns to employment as a retiree, the SL should be adjusted to zero upon hire.  For accurate reporting, please ensure all outstanding leave requests are approved prior to processing the termination.

OPSRP Retirees:
OPSRP retirees are not eligible for the PERS sick leave program per statute. Sick leave is not used as part of their retirement calculation and therefore it can be restored based on appointment type per DAS policy 60.000.01 (5)(a).
