Dear Members of the Oregon Policy Advisory Council:

First of all, I would like to thank you for the opportunity to listen to your ideas about the Task Force deliberations.

Attached you will find the final report of the Task Force on Nearshore Research relative to HB3106 . You will see that a number of changes have been made throughout this document since the 8 July version. Many of these changes were based on your collective input and are incorporated in the detailed text. Chief among these are:


 1.  Changes in the composition (and title) of the Oregon Ocean Work Group
 2.  STAC membership: Public nomination for memberships and a open vetting process of nominees
 3.  The necessity of funds accepted by the Trust to match the strategic plan, and that this isn't an end around the legislature
 4.  Involvement by the legislature on selecting trust board members
 5.  Community engagement throughout (now a fundamental recommendation), how this builds capacity and hopefully decreases the "Coastal Fatigue"
 6.  Inclusion of an additional Frequently Asked Questions document to the website (not an official part of our report)
This report titled "Recommended Long-Term Funding and Coordination Strategy for Implementing Nearshore Priorities of Oregon" and frequently asked questions can also be found at http://oregonocean.info/nearshore.  This website also has information on the background of the Task Force and the processes they used to develop the report.

The Task Force will accept written public comments (NRTF.Comments at state.or.us<mailto:NRTF.Comments at state.or.us>) for a period of 30 days (between August 2, 2010 and 5:00 p.m. August 31, 2010) . All written comments will be public record and will be provided to the Governor's Office, the Oregon Emergency Board, and to you as a supplement to the Task Force report after the 30 day period is over.
