Dear Friends and Supporters,

As 2010 draws to a close, we want to thank you for your untiring support
and efforts in the struggle to bring safety and hope to victims of
domestic violence and sexual assault and their children.  It has been an
amazing year.  As we write, there are over 65 open and operating Family
Justice Centers around the world and over 141 Centers currently in the
planning stages.  The simple concept of bringing all the services needed
under one roof has exploded into a national and international movement
in the last decade.  Building on the foundation of the shelter and
advocacy movement, the Family Justice Center movement is now challenging
communities around the world to listen to survivors, ask them what they
need, and then provide it - putting aside turf, ego, personality
conflicts, agency competition, and the natural inclination for agencies
to work in silos while referring victims from place to place and agency
to agency.

We are humbled and honored to be part of the global human rights
struggle to stop violence and abuse in relationships and families.  We
have learned so much from so many and yet we have so far to go.  As we
reflect on so many moments of success and celebration this past year, we
are moved most by thinking about the focus groups we have conducted this
past year with survivors of sexual assault and domestic violence in
communities around the world.  We have heard such amazing stories of
pain, loss, heartbreak, and frustration.  We have seen the joy of
survivors in providing input to the dream to start a Family Justice
Center in their community.  We have heard their challenges in getting
help in the current way that systems and agencies operate.  And above
all, we have seen their courage, resiliency, determination, and longing
to find safety, freedom, and hope.  It is the faces and stories of such
amazing women that grip us the most as we look toward the future in 2011
and beyond.  The struggle is not over, the challenges are great, but we
see a path.  We see more possibilities than ever.  We have never been
more excited about the future of the Alliance, the domestic violence and
sexual assault movements, and the opportunities to keep dreaming,
learning, and growing.



May you and those you love have a joyous holiday season and a blessed
new year.  We are so grateful to work with you, stand by you, and dream
with you in the months and years ahead.

2010 has been busy for the California Family Justice Initiative (CFJI).
With support from the Blue Shield of CA Foundation, the CFJI has laid
the groundwork for the first statewide initiative in the United States
focused on developing a network of Family Justice Centers and similar
co-located, multi-agency service delivery models that are
victim-centered, survivor accountable approaches to meeting the needs of
victims of domestic violence and sexual assault and their children.  The
Initiative has sponsored five new Family Justice Center models in
California, with each community providing day to day services in a
co-located, multi-agency model that best fits their community and the
needs of their survivors and partner agencies.  Three regional training
centers (Alameda County FJC, Anaheim FJC, and San Diego FJC) have hosted
tours, provided technical assistance, and served as laboratories for
best practice models in key service delivery areas for Family Justice
Centers.

Of the five founding CFJI sites, three have held grand openings and the
remaining two sites are in the final planning stages for opening. The
Shasta Family Justice Center (Redding, CA) opened on September 1, 2010
and has already served over 300 clients and their children. On October
14, 2010 the Valley CARES FJC (Los Angeles, CA) held a beautiful grand
opening ceremony followed by tours of the Center that highlighted the
collaborative work of onsite advocates, civil legal services,
counselors, law enforcement, child social workers, prosecutors and
forensic nurse examiners.  The Stanislaus Family Justice Center
(Modesto, CA) held a grand opening on October 22, 2010 in conjunction
with their local domestic violence council's annual conference that was
attended by over 350 family violence professionals.  The Sonoma Family
Justice Center (Santa Rosa, CA) held a ground breaking ceremony on
October 8, 2010 to commence the renovation of a beautiful building that
will house the Center by the end of summer 2011. The West Contra Costa
County Family Justice Center (Richmond, CA) is moving forward with plans
to "start small and dream big" as they move into an interim location to
provide services while a permanent location is under renovation. Each of
the founding California Family Justice Initiative sites has strengthened
partnerships in their communities throughout the Initiative.  Centers
have incorporated the Guiding Principles set forth by the Alliance's
National Advisory Committee.  Most importantly, these sites have done an
exemplary job of incorporating survivors' voices into all aspects of the
planning and operating process for their new models.

CFJI Statewide Conference - September 28-October 1, 2010
Funded by Blue Shield of CA Foundation, the Family Justice Center
Alliance held the first statewide Family Justice Center conference in
San Diego. The conference was attended by learning exchange teams from
the five founding CFJI sites and joined by teams from 14 additional
communities interested in starting a Family Justice Center.  The
training focused on creating relationships and sharing information and
expertise between affinity groups (survivors, law enforcement, community
partner agencies, and leadership). The training was a terrific means of
creating and strengthening relationships between family violence service
providers throughout the state of California including local domestic
violence shelters.  As part of the statewide conference, the Alliance
hosted the first ever FJC Directors Leadership Institute (affectionately
called our "FJC Directors Boot Camp) - a two day orientation and
training for new FJC Directors.  The Boot Camp, praised enthusiastically
by all attendees, will become an annual service of the Alliance offered
to all new FJC Directors in the United States.

Funds Leveraged Based on Blue Shield of CA Foundation Investment
As part of the Initiative, five founding sites applied for and received
funding from the Blue Shield of CA Foundation re-granted through the
Family Justice Center Alliance. This initial funding has been the
tipping point to help sites leverage additional funding from other
sources.  To date, a combined total of over $6,632,500.00 has been
raised in the form of grants and donations by the five founding CFJI
sites. We are very grateful to the Blue Shield of CA Foundation for
their vision and financial support of the California Family Justice
Initiative.

2010 FJC Director's Leadership Summit	



In 2010, the Alliance continued to respond to the rapidly growing Family
Justice Center movement. The Alliance provided information and
assistance to nearly 60,000 unique online visitors to our website and
Resource Library.  We trained over 10,000 professionals and fielded over
5,000 requests for technical assistance, support, and planning services.
We saw over 20 Family Justice Centers open in the United States and
across the world.  We completed our first statewide Family Justice
Initiative in California with the opening of three more Centers.  We
hosted nearly 500 at our annual International Family Justice Center
Conference in San Antonio, Texas.  We partnered with national domestic
violence organizations, corporate, federal, and philanthropic funders on
innovative new initiatives and projects, and provided onsite planning
services to ten different communities seeking to open Centers.  We
completed our 200th Focus Group with survivors of domestic violence and
sexual assault in the last ten years.  Day in and day out, we responded
to phone calls, emails, and letter inquiries seeking help with simple
and complex issues around serving victims in a multi-agency, co-located
services model.  Our small but mighty team of eleven full-time staff
members was tireless in their responsiveness to the needs of local
service providers seeking to improve the way they provide services to
families in need. We have forged powerful partnerships with many
national domestic violence organizations and have served on the Verizon
Foundation's National Advisory Board along with our partners such as A
Call to Men, the National Network to End Domestic Violence, the
Corporate Alliance to End Partner Violence, and many others.  We have
also helped promote "Telling Amy's Story" the powerful Penn State
documentary that the Verizon Foundation has promoted across the United
States.  Telling Amy's Story makes the case for the need for coordinated
community response and Family Justice Center service delivery models
better than any other documentary in recent years.  We look forward to
2011 and to helping more communities across the world co-locate to
provide coordinated, multi-disciplinary services to victims of family
violence.

Our international work focused this year in Jordan, Mexico, and Canada.
We opened our first two Centers in Amman, Jordan working with the King
and Queen of Jordan and the U.S. State Department (along with Vital
Voices Global Partnership).  We hosted our first Mexican Family Justice
Initiative Conference in Monterrey, Mexico in June and then met with the
Mayor of Mexico City, Marcelo Ebrard, to develop a vision to open four
Centers in Mexico City.  With the five Centers currently planned by
President Felipe Calderon, we now have nine Centers in the early
planning stages in Mexico with the first Center under construction in
Juarez.  In the fall, we hosted a forum in the Peel Region of Ontario
and got to meet with teams from five of our Canadian Centers.  Each
model is different and unique to its own community but the principles of
the FJC movement are clearly being applied by dedicated professionals
and survivors in each local community.  As we look toward 2011, we
anticipate spending a great deal of time in Mexico and beginning
planning for our first Center in Russia.  International visitors are
being invited to join us as well for our 2011 International FJC
Conference in San Diego in April (April 5-7, 2011).

This past year we have had the opportunity to provide targeted,
technical assistance to several communities around the nation and
worldwide: New Orleans, Louisiana; Honolulu County, Hawaii; Cuyahoga
County, Ohio (Cleveland); Sweetwater County, Wyoming; Montgomery,
Alabama; Hamilton County, Indiana; Yolo County, California; Tarrant
County, Texas (Fort Worth); Salt Lake City, Utah; Strafford County, New
Hampshire; and Mexico. In each community, we have had the pleasure of
working closely with talented, compassionate teams who share our
commitment to spread hope and healing to victims of domestic violence,
sexual assault, child abuse, and elder abuse.  Through Study Tour and
Community Assessment Reports, Focus Groups, Strategic Planning, and
Specialized Technical Assistance and Training each community is
committed to developing and/or sustaining efficient and effective Family
Justice Centers. We'd like to thank each of these communities for
allowing us to be part of the planning, development, and sustainability
of their Center.

The Alliance Team with Commissioner Yolanda Jimenez 	

One of the highlights of 2010 was visiting the three Centers in New York
City - Brooklyn, Queens, and the Bronx.  Mayor Michael Bloomberg and
Commissioner Yolanda Jimenez have provided such tremendous vision and
leadership in NYC and today their Centers are thriving.  Homicides are
down and services are being provided in an integrated and coordinated
way.  The Centers are teeming with life and activities for adult victims
and their children.  The Children's Rooms are vibrant and dynamic and
crisis intervention and long-term self-sufficiency services and being
provided to thousands of survivors and their children each year.  In
Brooklyn alone, the FJC is serving over 1,800 families per month! The
New York City Family Justice Centers serve as great models for urban
communities developing Family Justice Centers.

This past October, the San Diego Family Justice Center, the founding
Center in the FJC movement, moved to a brand new, permanent location!
Now housed at the "Smart Corner" location, the Center is co-located with
the Housing Commission and strategically located near public
transportation, the local shelter, and the San Diego Police Department.
Local dignitaries, donors, survivors and the community celebrated the
opening of the new location with a Ribbon Cutting Ceremony and Open
House. Special recognition goes to Chief William Lansdowne and the San
Diego Police Department, San Diego City Council, the San Diego Housing
Commission, and Lt. Lori Luhnow, the Director of the San Diego FJC for
making the dream of a permanent home for the Center a reality. 

The Center continues to strive for comprehensive excellence in care.
Nearly twenty community partner agencies currently co-locate at the
Center, to provide coordinated, multi-disciplinary services to victims
of family violence. The Center is also developing its own
self-sufficiency program, The Women of Wisdom (WOW). WOW, a pilot
program funded by the Wal-Mart Foundation and the Verizon Foundation,
aims to reduce the rate of recidivism by securing financial
independence, while using a holistic approach to heal and foster
individual growth. This amazing program has been brought together
through the dedicated work of the San Diego Family Justice Center and
the San Diego branch of Dress for Success. Check back in 2011 for more

I ended up at the San Diego Family Justice Center after surviving a long
and exhausting six years of abuse.  It started as emotional then verbal
and the last two years became physical.  I first heard about the FJC
about three years ago because of my aunt's own violent relationship.  I
visited the Center with her briefly but did not stay for myself.  At the
time I didn't think my relationship was as bad as hers and I didn't
think I needed help getting out.  I made excuses for him and for the
things that would soon turn into physical abuse.  About a year later an
incident happened and I knew I needed to get help. The abuse was getting
worse and unfortunately our son was witnessing horrible things.  I
remembered the San Diego FJC and how it felt so comfortable and safe, so
I knew that's where I needed to go.  I arrived there to get help and
immediately recognized the woman who helped my aunt a few years back. I
needed a restraining order and she helped me get one along with others
at the Center.  However, a combination of me not feeling as supported
there and my abuser painting another beautiful picture of our future led
me to have the order vacated just a couple months later. I thought at
the time that I was making a good choice and I was confused. To read

This past year the Legal Network was able to expand the scope of its
services and provide services to more clients under a generous grant
from the Avon Foundation for Women.  This grant allowed the National
Family Justice Center Alliance to maintain the managing attorney of the
Family Justice Center Legal Network, Alexia Peters, and add two new
positions.  Michelle Adams was brought on as a staff attorney.  Michelle
assisted clients with temporary restraining orders, provided in-court
representation and helped oversee the legal intern program.  Yvonne
Coiner was hired as a court support advocate.  Yvonne attended court
hearings with clients and provided client case management before and
after the restraining order hearings. Michelle and Yvonne became a part
of the Legal Network team and brought new enthusiasm and support to the
Legal Network.

The Legal Network provided internship opportunities to more than 20 law
students this year.  These students provided 2, 355 hours of pro bono
service!  With the law students' help, the Legal Network was able to
meet and provide services to over 550 clients.  The expanded staff and
law students allowed for the legal network to better collect evidence
such as voicemails, call logs, text messages, emails and photos of
injuries to send to court with the restraining order application.  A new
high risk TRO protocol was also created in coordination with the San
Diego Police Department.  The SDPD created a form which notifies
officers out in the field when a high risk TRO is obtained by the Legal
Network.  This ensures officer safety when responding to a TRO violation
of that order.

This year the Legal Network was able to more effectively collaborate
with the San Diego Family Justice Center in providing comprehensive
client services.  Together, the Legal Network and the SDFJC were able to
evaluate a client's risk and lethality level, provide a safety plan
along with domestic violence education and resources, and assist with
the restraining order process.

Registration for the 2011 International Family Justice Center Conference
is now open! The 11th Annual International FJC Conference, "Dream
Big...Change the World" hosted by the Family Justice Center Alliance,
from  April 5-7, 2011 will be hosted in San Diego, CA and will feature
the San Diego Family Justice Center at its new, permanent location in
downtown San Diego. 

This year's conference will include discussions on issues related to the
handling of domestic violence, child abuse, sexual assault, elder abuse
and stalking cases in the context of the Family Justice Center model.
The Alliance welcomes law enforcement personnel, prosecutors, shelter
staff, community-based victim advocates, civil attorneys, judges,
counselors, policy makers, elected officials, board members, survivors,
parole and probation officers, rape crisis workers, medical personnel,
educators, and all others interested in the future of family violence
prevention. The conference faculty includes nationally and
internationally recognized subject matter experts, advocates, and
survivors. 



This conference will focus on leadership, accountability to survivors,
guiding principles and promising practices in the rapidly evolving
national and international movement toward Family Justice Centers and
other approaches to co-located, multidisciplinary services for victims
of family violence and their children.  The conference will also include
practical, hands-on training for police officers, prosecutors,
advocates, and medical professionals in the day to day handling of
domestic violence and sexual assault cases. This year's conference will
be in partnership with the National District Attorneys Association,
National Center for Prosecution of Child Abuse. Professionals from the
child abuse and domestic violence intervention and prevention fields
will be able to network and cross-train while attending various shared

U.S. Attorney General presented nine national awards to leaders in the
victims' rights movement in America.  Former San Diego Family Justice
Center Director, now CEO of the Family Justice Center Alliance, Gael
Strack received the award for Innovation in Victim Services for role in
co-founding the San Diego Family Justice Center.  Ms. Strack was also
recognized for leading the effort to develop Family Justice Centers
across the United States and around the world.

Attorney General Eric H. Holder recognized nine individuals and one
organization for outstanding work on behalf of crime victims in an
awards ceremony hosted by the Department of Justice. 



The Attorney General's annual victims' service awards were presented as
a prelude to the nation's observance of National Crime Victims' Rights
Week, April 18- April 24, 2010. The theme for 2010 - "Crime Victims'
Rights: Fairness. Dignity. Respect." - highlighted the importance of
affording crime victims these rights and recognized individuals and
organizations that have demonstrated a commitment to this effort.

The FJCA Team reflected this past month on the completion of over 200
focus groups with survivors over the last ten years.  It has provided
powerful insight into the needs of survivors.  Many questions have been
asked about the "lived experience" of survivors in communities across
the United States and around the world but the core dialogue and
questions have included:

*	Who did you call for help first? 
*	What was your experience with those who tried to help you? 
*	How many places did you have to go for help? 
*	What was the scariest place?  What was the place where you got
the most help? 
*	Would you like to be able to go one place for all your services?

*	If you could go one place, what kinds of services would you like
to have there? 
*	What would you want the place to look like?  Feel like? 
*	How would you want to be treated?  What services would be most
important to you?

The FJCA Team is currently compiling the results but a few findings
already stand out.  First, ALL survivors in over 200 focus groups
support the FJC vision of having all needed services under one roof.
Second, many have experienced poor treatment at the hands of
professionals in public and private agencies that are there to help
them.  Third, most victims have had to travel 10-15 places to get all
the needed services for themselves and their children and have been
forced to tell their story over and over again.  Fourth, court is
generally the scariest place they go for help.  Fifth, they all want an
FJC to feel and look like a home with a warm, welcoming environment.
Finally, the little things matter - food, children's activities, kind
smiles, respectful attitudes toward them, and people that really care
for them and listen to them.  In 2011, the FJCA will be publishing the
outcomes from our many focus groups with survivors and challenging every
DV organization in America to be doing them regularly.  Survivors
provide a very clear roadmap for communities seeking to meet their needs
and the FJC model is always central to that map if the right questions
are asked and group facilitators listen carefully to their answers.

Our work in strangulation started in 1995 as a result of the tragic
deaths of Casondra Stewart (17) and Tamara Smith (16). Their tragic
deaths motivated us to improve our response to handling strangulation
cases in San Diego.  It has been a long journey but today we know
unequivocally that strangulation is one of the most lethal forms of
domestic violence: unconsciousness may occur within seconds and death
within minutes.  


Strangulation is, in fact, one of the best predictors for the subsequent
homicide of victims of domestic violence.  One study established that
"the odds of becoming an attempted homicide victim increased by about
seven-fold for women who had been strangled by their partner" (Journal
of Emergency Medicine, 2008).  Victims may have no visible injuries
whatsoever, yet because of underlying brain damage due to the lack of
oxygen during the strangulation assault, they may have serious internal
injuries or die days, even weeks later.  The lack of external injuries
and the lack of medical training among domestic violence professionals
have led to the minimization of this type of violence, exposing the
victims to potential serious health consequences, further violence, and
even death.  Not only has strangulation been overlooked in the medical
literature, but many states still do not adequately address this
violence in their criminal statutes, policies or responses. Domestic
violence perpetrators who use strangulation to silence their victims not
only commit a felonious assault, but can be charged for an attempted
homicide.  


We are happy to report that this year California will seek to pass a
felony strangulation law on the heels of 29 other states which have
already passed similar laws (National District Attorneys Association;
USA Today, 2010).  This year, we also rolled out our third Strangulation

California Family Justice Initiative Conference, research, and create

In April 2008, the Family Justice Center Alliance with the support from
the Verizon Foundation launched the VOICES Network, a National Committee
of survivors and family violence professionals from various Family
Justice Centers across the country.



The VOICES Network seeks to engage survivors from Family Justice Centers
to: increase public awareness of domestic violence through personal
stories of survival, empower and encourage other survivors of domestic
violence to access resources available in their community, network with
other VOICES Chapters, provide training about domestic violence, provide
peer support locally and nationally, and serve as a standing focus group
for FJC policies and practices.  



The VOICES Network is modeled after the VOICES Committee of the San
Diego Family Justice Center which was established in 2002 to bring
together domestic violence survivors who received services at the Family
Justice Center.  



This year, the VOICES Chapter of San Diego under the leadership of Reena
Becerra continued to provide public awareness about the San Diego Family
Justice Center and domestic violence by speaking at conferences, City
Council Meetings, and special events, such as the Grand Opening of the
San Diego Family Justice Center. They also attended and hosted vigils to
honor the memories of domestic violence homicide victims. Reena and
other VOICES committee members were regularly interviewed by local and
national media, including a live TV show on San Diego Insider. The
Alliance is very proud to be working with so many courageous survivors
who share their personal stories of survival with others.  They inspire
our work and give us hope for the future.

victim-centered, survivor-driven, technology-integrated, culturally
competent, community-engaged, transformative, intervention and
prevention services and initiatives); showcased promising practices at
Centers during our Conference and on webinars; and developed a new tool
to help us identify and evaluate promising practices at Family Justice
Centers. In January, we will reconvene our National Advisors and
Alliance Board to dream even bigger and set new goals for 2011. We are
so honored to be dreaming, thinking and working with these leaders, but
most importantly to be able to call them our friends.

In October, Casey Gwinn joined many other national domestic violence
movement leaders at the White House to hear powerful messages of
inspiration about our work from President Obama, Vice President Biden,
and White House Advisor on Violence Against Women Lynn Rosenthal.  The
President and Vice President praised the work of so many over the years
and called on others to join the effort.  It was an inspiring message
for corporations, foundations, criminal and civil justice professionals,
local and state government officials, and many others to invest their
time and money in the global struggle to reduce violence and abuse in
