Here's the NPRM (Notice of Proposed Rule Making) for the involvement of kids
with significant cognitive disabilities in NCLB related assessment and
accountability for the academic achievement of students with the most
significant cognitive disabilities and how this would affect change to Title
I of ESEA. 

This, at first review, appears to possibly be better than what we had
before. Comments?
