Subject: Increased Staffing for School Providers and Transition of SBHS
Program from
OMAP to FFP Unit
Both the Oregon Department of Education and the Department of Human Services
have been
working to increase the staffing to support the medical services through
School Providers.
DHS secured funding approval by the 2003 Legislature for a full-time
position, within the Federal
Financial Policy (FFP) Unit, dedicated to the School Based Health Services
program.
DHS will be consolidating the oversight of Administrative Claiming and
School-Based Health
Services under FFP.

This notice is intended to advise you of the process for this consolidation
under FFP, while assuring
a smooth transition.
* Technical assistance (e.g. coding and policy questions) should continue to
be directed to Sharon
K. Hill in OMAP at 503-945-6957 or by e-mail sharon.k.hill at state.or.us,
until such time as the
new person is hired and oriented to the program.
* Contracts and rulemaking have been transferred to FFP immediately.
* General Fund match invoice and reconciliation questions can be addressed
through FFP.
* Provider enrollment (1-800-422-5047) and Provider Services questions
(1-800-336-6016) about
billing will continue to be processed through the Office of Medical
Assistance.
* HIPAA questions should continue to be directed to
DHS.HIPAAHelp at state.or.us with a copy
to FFP.
* Federal guidance for Medicaid and School Based Services (1997) has
stressed the most cost
effective of alternatives. FFP is already proceeding to examine ways to
assist school districts
with more cost effective transportation, including but not limited to
transportation brokerages.
We will all work to make this transition smooth. It has been an ambitious
rebuilding of the School
Based Health Services program this year. The next step is to expand the
staff support to you as
individual school providers. If you have any questions or concerns about
this transition, please feel
free to contact us.
