ESTIMATE OF MEMBERSHIP AND REVENUES WEB SURVEY - HIGH COST DISABILITY
STUDENT EXPENDITURES
ODE has added the request for your estimate of High Cost Disability Student
Expenditures to the Estimate of Membership and Revenues Web Survey due Dec.
11, 2003. The question must be added because of SB 550 that requires a High
Cost Disabilities Fund - $12 million per year to reimburse districts for
expenditures above $25,000 per student for high cost students eligible for
special education under IDEA. To enter your estimates of High Cost Student
Expenditures, you will first enter the number of high cost students you
anticipate in the 2003-04 school year. Then, enter the sum of the
anticipated total district and ESD expenditures above $25,000 for all
students. (Example: for three students for whom you expect to spend an
estimated $30,000 each, you should enter $15,000; that is the aggregated
amount above $25,000 for all three of your high cost students.)
The Office of School Finance will be using your data from the Estimate of
Membership and Revenues Web Survey to estimate your share of the High Cost
Disability Fund. A draft of the eligibility requirements is included in the
instructions of the survey. These estimates will be used as the basis for
your May 2004 payment. We will require actual student level expenditure
data in Fall 2004 and make adjustments in May 2005 based on actual
documented expenditures.

To complete the survey, login to the ODE District Website at
<https://district.ode.state.or.us/apps/login/> and click on the "Web
Surveys" application link.
School Finance and Special Education are currently drafting OARs for the
grant. It is anticipated that only expenditures from the general fund will
be eligible for reimbursement. Specifically, some expenditures that are
probably eligible for reimbursement IF DOCUMENTED ON THE IEP are: one-on-one
Instructional Assistant, Approved Private School Placement, Consultant,
Specialized Equipment, Extended School Year services, Medical
Assistant/Nurse, Out-of-State Placement, Therapies, Self-Contained
Placement, Sign Language Interpreter, Specialized Transportation
(non-reimbursed portion only), Job Coach and Voc Programs.
Please be advised that ODE is *CONSIDERING* at least two restrictions on the
definition of eligible expenditures:
-Expenditures associated with facility operations and maintenance
(e.g., heat, electricity, custodial services) most likely will be excluded
from eligibility.
-District and school level administrative expenditures (e.g.
salaries) may be included *ONLY* by first averaging the expenditures across
*ALL* the special education students enrolled in the district as identified
on the most recent SECC
