RE:	Announcements


During the video conference on 11/4/05, I made some announcements that
everyone may be interested in.  I am sending this message to assure that
all special education directors have the same information.  Feel free to
forward any parts of this message to others as you see appropriate.

RTI form is being requested from each district by ODE so that it is
clear where each district is in this process for monitoring activities
and for calls ODE might get from parents.  RTI is not a required process
at this point --- it is an excellent process but not one to start
without a good understanding of it and having skills to support staff.

RTI and PBS school districts will be selected mid November as part of
the new ODE initiatives.  Selected districts will be announced shortly
after that date.  A committee of school personnel, staff from higher
education, ODE and the contractors will assist in reviewing the
applications and in selecting the districts.  For additional information
on RTI or PBS please contact Jennifer Doolittle at
jennifer.doolittle at state.or.us.

Continuing to use the old IEP forms constitutes a violation of IDEA
2004.  Please understand that the old standard IEP form does not comply
with IDEA 2004 and therefore is a noncompliant form.  The same holds
true for any alternate form unless it has been revised and approved by
the Department.  For additional information please contact Suzy Harris

ODE had a telephone conversation with OSEP to discuss parentally placed
private school students.  It is abundantly clear that the district where
the private school is located (called the attending district) is
responsible for child find and the services on the service plan.  The
services would be based on the attending district's plan for serving
parentally placed students, not on the resident district's plan.  Thus
the service plans from last year that the now resident district wrote,
and the ones written by the current attending district, may look quite
different.  ODE is working on a document to clarify what we know and
what OSEP is telling us that should be out mid December.

This is a "heads up" on data needed in the coming year that you might
want to start collecting now.  It is not clear yet if the data will be a
requirement, but as long as we know, we want to keep you in the loop.
Currently OSEP is saying we will need to report data from you (which we
can do with the Child Count) items such as:
a.	Date of parental consent for INITIAL EVALUATION
		b.	Date of INTIAL ELIGIBILITY DETERMINATION
		c.	RESULTS of initial eligibility determination
		d.	If TIMELINE was not met, the number of days over
the timeline
		e.	REASONS for the delay
A template is forthcoming to districts that may help in starting to
collect this information beginning December 2, 2005 through December 1,
2006.
