RE: Annual Business Managers Finance Conference in Special Education

 

The Office of Student Learning and Partnerships invites all district and
ESD business managers to attend our annual finance session on October
12, 2006.  This is scheduled for the second day of the ODE Fall
Conference in Eugene, Oregon.

The keynote (9 -10 a.m.) will feature Tom Parrish, an acclaimed school
finance expert in the country who works for the American Institute on
Research. The keynote will be followed by a morning breakout
(10:15-11:30) with ODE school finance staff to discuss indirect rates,
the electronic grants management system (EGMS), and district fiscal
reporting to ODE. A lunch will then be provided at no cost. 

There are two afternoon breakout sessions; from 1:45 to 3:00 Tom Parrish
will be present to talk with business managers as a follow-up to his
keynote. From 3:15 to 4:45 Eric Richards will be covering these topics:
changes in MOE, 11% Cap Waiver, High Cost Kids, IDEA allowable and
non-allowable costs, expending IDEA funds in a timely manner, IDEA fund
distribution, proportionate share of IDEA funds for parentally placed
private school students, charter school requirements, and Early
Intervening Services. 

ODE/OSL&P will pick up the $75 cost of registration for one business
manager per district/ESD, which includes lunch. We ask that districts
cover their lodging (if needed), mileage, and any other meals.  Please
note that this covers the business managers sessions for the designated
day only, and not the entire conference. If you wish to register for the
entire conference that will need to be handled separately from this
session.

This session is extremely beneficial to both seasoned and new business
managers, particularly in light of the new IDEA regulations and their
fiscal implications.  We hope to see as many of you as possible.
