RE:      Physical Restraint and Seclusion Rules

The State Board of Education adopted the physical restraint and seclusion rules on December 7, 2006.  These rules, OAR 581-015-0061 and 581-015-0062, are currently posted on the Secretary of State's website at:
http://arcweb.sos.state.or.us/rules/OARS_500/OAR_581/581_021.html  

These rules include the following components:    
·	District policy by September 1, 2007
			1	Staff training consistent with selected model
			2	Written individual behavior plan as part of IEP with "threshold" for review
			3	Documentation & debriefing
			4	Annual review of practice in district

ODE recommends that all special education directors, principals and school district administrators review these rules.
