Re: Victory on the Medicaid Moratoria
The good news is: Last night the Senate by a vote of 92-6 passed the
Supplemental Funding Bill, which includes moratoria until April 2009 on
six of the original seven awful Medicaid regs. The moratorium includes
the three regs that most affect children and individuals with
disabilities - the transportation/admin claiming reg; the targeted case
management reg and the habilitation reg.
The bad news is: That the one reg left out (having to do with outpatient
care reimbursements) will have a dramatic impact on hospitals that serve
low-income individuals so your state budget is likely to take a
significant hit if that reg gets finalized. We still have no good
rationale for why this reg was dropped from the package.
Since the House has already passed this bill, it will be sent to the
President who has indicated that he will sign it.
