SUBJECT: Capitol Mall Area Safety Alert

Today, Lieutenant Ethan Wilson, Oregon State Police notified our office
about two incidents of menacing on Friday, December 17th, at approximately
5:00 p.m., near the Division of State Lands Building. Apparently, both
incidences were perpetrated by the same individual. The attacks were random
and unprovoked.
Oregon State Police and the Salem Police Department know who the suspect is,
and they are currently looking for him. He is a transient, and does not
stay in one place. Over the past several months, he has been the subject of
their attention in a small number of incidents. The Oregon State Police
Officers are looking for him since they have probable cause to charge him
for at least one of Friday's incidents.
He is described as a white male adult, 5' 9", 170 lbs, brown eyes, brown
shoulder-length hair, clean-shaven or five-day stubble; wearing cammo pants,
tan jacket, a blue or black hooded sweatshirt, and a tan cap. If this
individual is observed, or there are any incidents of menacing related to
this subject, please notify Oregon State Police immediately at (503)
986-1122.
In the mean time, state employees and other citizens should take safety
precautions when they are in the Capitol Mall area, such as using the buddy
system. Actual contact with this person, or any other suspicious person,
should be avoided when at all possible. If an encounter with this subject
cannot be avoided, individuals should draw attention to themselves for
others that may be in the area.
