Apologies but I forgot one key fact. The integration of the breakline data into the NHD is currently an optional service in Lidar Base Specification v 1.3.
The OLC does have the option to not integrate the data to NHD. Although I foresee this becoming a requirement in the future.

The new version of Lidar Base Specification version 1.3 - https://pubs.usgs.gov/tm/11b4/pdf/tm11-B4.pdf has made some significant changes to the process of producing hydro-flattened Bare Earth rasters. Starting on page 16 of the document, USGS has outlined how it would like the 3D breaklines, which are used to create the hydro-flattened DEM, to be properly attributed for inclusion in the NHD. This appears to be a significant step towards streamlining NHD updated via lidar. I have emailed you because you have worked on NHD updates and I want to solicit your thoughts on this update.
Currently DOGAMI is still planning on paying QSI to create hydro-breaklines and produce hydro-flattened DEMs. However, this might be an opportunity to involve State NHD champions in the production of breakline data. Currently DOGAMI has two planned 3DEP collections this year that may or may/not have to meet this new requirement. Therefore I want to open up the discussion on what the state's response should be to the recent changes to the USGS 3DEP project. What I basically want to know, is if you think that we should continue to rely on QSI to produce breakline or should adjust the process to involve hydrologic professional in the creation of the breaklines which will be used to update the NHD.
