[FIT] FW: Governor's Press Release and "go-live" of the stimulus tracking site

Just an fyi related to the interim stimulus tracking tool we developed
with ESRI's help over the last week or so.  It went live this afternoon
and the Governor's Office did a press release about it.  There's mention
of OGIC at the very bottom.
