GISCI Invites Comment on Proposed Examination Requirement
January 28, 2011: The GIS Certification Institute (GISCI) today made
public a proposal to update requirements for GIS Professional (GISP)
certification. Key among the proposed updates is the addition of a
required examination. The Working Group that prepared the proposal
recommends that the exam be based on the U.S. Department of Labor's new
Geospatial Technology Competency Model and related resources.
The "GISP Certification Update" proposal is available for public review
at http://www.gisci.org, along with instructions on how individuals can
share their views about proposed changes. As part of its deliberations
the GISCI Board of Directors will consider comments received between
February 1 and February 28, 2011. A Board decision about proposed
changes is expected in April, 2011.
GISCI has certified nearly 5,000 GISPs since its founding in 2004. The
purpose of GISP certification is to advance the GIS profession by
promoting competent and ethical practice. The goal of the GISP
Certification Update Initiative is to strengthen GISP certification by
increasing its value to individual GISPs, to the profession, and to
society.

Subject: [FIT] GISCI certification exam

The GIS Certification Institute recently proposed an examination as
part of the GISP certification. You can comment and vote on this
proposal, which is actually one of four options, at the website below.
Option 1 is "do nothing", Option 2 is "test + portfolio, with
grandfathering", Option 3 is "test for GISP and test + portfolio for
Master GISP", and Option 4 is "GISP with various specialties".
There are about 50 comments related to these four options. You can vote
to agree or disagree with each comment, and/or register your own comment
to which others will agree or disagree.
I made a comment called "Option 3 as Proposed", for which I would
appreciate your vote if you agree.
You have to register in order to vote. This is fun and GISCI needs your
participation.

available for review and comment. This version reflects the work of
Water/Monitoring Well Standard workgroup as well as an initial review at
the 11/10/10 Standards Forum. Although still in the "Drafting Phase"
this document has now moved from a Proto Standard to a Draft Standard
and will soon receive review by GPL and FIT. Information about the

Cy,
I agree with you that the Senate Bill 877 won't directly impact the GIS
community.
The main thrust of the Senate Bill is to amend ORS Chapter 93,
Conveyancing and Recording, to make the new Oregon Coordinate Reference
System (OCRS) allowable for legal property descriptions that are filed
with the counties, just as State Plane Coordinates are presently legal
for that purpose, and to move the definitions of the legacy State Plane
Coordinates to a new adminstrative rule, where they will reside along
with definitions of the new OCRS.
Making this amendment to ORS 93 also requires minor housekeeping
amendments to ORS Chapter 209, County Surveyors, and ORS Chapter 390,
State & Local Parks, etc.., only because both Chapters 209 and 390 now
"point" to ORS 93 for the definition of the legacy State Plane
Coordinate systems; consequently, amendments are needed simply to
"repoint" to the definitions of the legacy State Plane Coordinates in
the new Administrative Rule. Nothing else in ORS 209 or 390 will
change.
The main impact of the new OCRS on the GIS community won't be the legal
changes in SB 877 outlined above, rather the impact will be the addition
of the OCRS parameters to future software packages from GIS and GPS
manufacturers, thus promoting our common goal of sharing geospatial data
from various sources, various accuracies, and various coordinate systems
along with adequate metadata.
That being said, SB 877 is still not written quite the way ODOT
requested it, and it will be immediately amended upon introduction to
the Senate to fix that. In addition, there is also a lot of uncertainty
out there in the GIS community about the bill, so I think it would be
fine to have a FIT meeting to update everyone and answer questions
anyone may have. It would be a pleasure to host a FIT meeting here at
our new office and see you all, or have members use the alternate call
in that Milt has arranged, that is if weather permits a meeting
tomorrow.

On behalf of Ken Bays regarding the 2/24 Geodetic Control FIT Meeting:
Weather may be a real problem tomorrow, especially with Ron Singh coming
in from Beaverton.
If state offices are open in Salem, the meeting is on here at our
office. If Ron can't make it to the meeting he can make his
presentation via i-Linc(tm) software from his home.
Provided our office is open tomorrow, I'll send an update at 9:00 am.
If state offices are closed tomorrow, we will just reschedule.
