[FIT] Framework Funding - Prioritized Criteria now published

The Reviewing Team has identified recommended high priority items from the criteria published in the Framework Data Development Program document. The rationale for this recommendation is to aid proposers and the review groups (PAC, FIT, and GPL) in identifying proposals that are more likely to result in excellent and broadly useful products.

Additionally, the Reviewing Team received the following proposal prioritization suggestions from a FIT participant and we are in agreement with those suggestions:
