[gis_info] SUM: GIS Staff in Local Government question

Hello,
 
A question closely resembling this one was included in a nationwide survey of cities and counties that URISA commissioned in 1996.  The results were published in a 1998 document titled "Geographic Information Technology in Cities and Counties: A Nationwide Assessment".  The question in the URISA survey asked which department was responsible (formally or informally) for leading GIS in the organization.  The findings were as follows:

Hi All -
I received a lot of replies to this one (thanks!!). The only pattern I can discern is that once the parent organization gets big enough, GIS spreads to multiple departments. The responses showed departments/staff housed as follows:
 
Multiple Departments: 7
Information Technology: 7
Planning (or equivalent): 6
Public Works: 5 (6 if Wasco County is included)
Assessor/Appraiser: 3
Stand-alone GIS: 2
 
I'm staying put.

Hi All -
Hoping I can get some replies on this one, which is really directed at local governing bodies. What department(s) are your GIS *staff* (not users) in? If you develop or maintain "raw" GIS data, or provide services for other people/departments I would consider you to be GIS staff no matter what your title. Wasco County's GIS people are a separate division within the Public Works department.
The reason I ask is there is a discussion going on about whether GIS should continue to be in Public Works (which also houses the Surveyor) or merged into Information Services (our networking folks).
