[gis_info] interactive GIS web maps question

I'm hoping someone might be able to point me in the right direction. I'm
looking to create an online semi-interactive map of certain areas in Oregon
(using a shapefile as source data). I know enough to know there are many,
many, many ways to do this, some complex and some more straight forward. I'm
hoping someone who's been down this road before could suggest a fairly easy
way to do this in a format that is usable by the general public(and isn't
going to take me weeks to put together). Possibly using google maps? Google
Earth KML file is possible but requires the end user to have the software,
other options? Thanks for any tips and suggestions. "How to" links would be
helpful or simply saying "google maps are a pain use xxx instead" would be
good to know as well.
