[gis_info] ArcMap extension for mapping ACS reliability

David Wong at George Mason University recently released an extension that
facilitates the mapping of data from the American Community Survey (ACS),
particularly the mapping of the margin of error (MOE) for the estimates. The
project was funded by the U.S. Bureau of the Census. The data for small
geographies, such as census tracts and block groups, were released earlier
this year. Due to the smaller sample size for the ACS compared to the 2000
Census long form data the MOE for these ACS data are relatively larger. When
presenting the ACS data for small geographies on maps the cartographer
should advise the viewer of the reliability issues. David Wong's extension
provides assistance in doing this. It also has good instructions that
explain how to download the ACS data and handles the joining of map and
attribute data. The extension and background on using ACS data may be
