Caution should be taken when using this product since positional issues are present. By December the 1 meter quad based products should be available. Thanks to the USDA Farm Service Agency for collecting this imagery, and thanks to DAS GEO for publishing the service. Also, every time you restart your PC Deep Freeze restores the hard drive to original state, so all your temp files, and config files that were made off the first launch of ArcMap, are gone, and it has to basically do First Launch every time or everyday. I would have your System/Network Administrator make an exception on Deep Freeze and Novell for ESRI Products, which also includes Python, and VB. Also ESRI users need to be Admins. to have full control of ArcMap because of what the program does and uses, especially if you are using it at INFO level. If that is not possible, try doing a custom launch shortcut so that just the ESRI Products ?Run as Administrator?. These programs are huge, and use a lot of resources, and go to kernel-level to run and do tasks, as well as use other programs to run. You might want to consider putting the GIS Computers and its server on its own Network group/subnet, or try to have them be pretty much a direct line to the server, preferably on Giga-bit. My County (Wasco) sells its data and maps, and has since the beginning. This has been how we have funded the GIS over the years (along with some other governmental partners, recorded document fees, and some General Fund money) The current trend seems to be toward making data available for free. So, my Commissioners have asked me to find out how other GIS?s are funded, and how they are able to provide data to the public at no cost. So, how about it? Does your agency just pick up the whole tab for your GIS? Do you have some secret funding stream? Something else? Part of my job as State GIO is to find funding streams and combine them effectively to provide geospatial data and services to the enterprise of government agencies in Oregon...and to the public to the greatest extent possible. So we use General Fund, Lottery Funds, Federal Funds and anything else that I can find, including public/private partnerships, to fund the development of standardized authoritative datasets. That's the largest single component of our expenses, with operational expenses like salary and infrastructure being much smaller and provided mainly through General Fund. There has been a lot of research done over the last few years that indicates a significant return on investment from using GIS to develop geospatial data and making geospatial data available to the public. I've attached a document that was put together several years ago with some ideas about funding GIS. It relies on the concept that there is inherent value that accrues from the use of GIS and the widespread distribution of geospatial data at minimal or no cost. I have been part of a recent project to develop a standardized methodology for measuring ROI that has accrued from the development and use of GIS technology and geospatial data. We hired a renowned economist, Dr. Richard Zerbe who operates the Benefit Cost Center in the Evans School of Public Affairs at the University of Washington, to develop this methodology and test it in King County for us. The King County GIS has been in operation for 20 years. They are analyzing the data now and I expect a report in the next month or two. After that, we're going to test the methodology in Multnomah County and at the State level to see what ROI has accrued in a much shorter timeframe from the development and implementation of the Virtual USA Common Operating Picture for public safety agencies. This on line resource is derived in part from the print Atlas of Oregon Lakes published by Oregon State University Press in 1985, but covers additional lakes and publishes a wider range of information than possible 25 years ago. The project was funded by EPA and done in cooperation with Oregon DEQ. An important feature of the atlas was to provide a vehicle for access to lake water quality data in the Pacific Northwest Water Quality Exchange Database. As was the case with the print version, the on-line atlas is intended to meet the needs of scientists and the general public. The kinds of data available in the atlas include: water quality, dconditions in the lake's drainage basin, bathymetric maps, lake photographs, and downloadable PDF maps of individual lakes. The site features custom cartography for its background maps that uses streams and lakes from the National Hydro Database and other best available data for Oregon. The user has a choice of a "naturalistic" map background based on the NLCD or an "ownership" map showing public land ownership. Links are provided to the ODFW weekly fishing report and Oregon Marine Board access points will be included on the maps in the near future. The bathymetric data for 180 lakes will be made available in the future through the GEO website.
