Donald Cooke is Community Maps Evangelist and is transforming civic
engagement and streamlining relations between government and citizens -

Ron Walters has been teaching Design Thinking at the University of
Idaho, bringing business and design together to provide innovative
solutions. With a background in GIS, Architecture and Planning, Ron has

while all lucky ones are at the FOSS4G conference I think this is really worth a loud shout out:
Spanish "powerhouse" (main Sextante developer) Victor Olaya recently published an ArcGIS extension which enables to use Sextante and Saga tools in ArcGIS (even in Model builder) . These are hundreds of spatial analysis functions. Many of which can otherwise only be performed through extensions like Spatial Analyst e.g.

Thanks for the continuing updates, Milt. I am hoping that Douglas SAR has
been using GIS and GPS to facilitate this search. I contacted Wayne
Stinson at Douglas Sherriff Office but have yet not heard back. I reckon
Mr. Stinson has his hands full right now. If anyone else out there is doing
SAR GIS please get in touch with me anytime. I have provided GPS-GIS
support to a number of SAR incidents here at Crater Lake and I would offer
my services to them if not for a current situation that keeps me local.
However, I am glad to offer resources/advice/information to the search
coordinators from here.
I first met and worked with Mark when I was working for UR-COG in Douglas
County back in 1997. Mark was instrumental in helping us establish GIS
User Groups in rural Oregon, which would later become sections of ORURISA.
It is painfully ironic that my last news of him comes from this same area.

I'm wondering if anyone has heard whether the detectives or Sheriff has followed up on the information Amy Esnard provided to them last Wednesday. She put them in touch with the public safety folks in Multnomah County who dealt with the Kyle Horman case. They worked with the telecom provider to trace the locations of cell phones. According to the information she provided to the Douglas County folks, iPhones like the one Mark has shut down when 10% of the battery life is still available, and the telecom provider has data tracking the location of that phone until the battery is completely depleted. I don't know if the detectives used that information in Douglas County. They told Amy not to tell Mark's family about this potential lead.

Chris,
Rumor had it that Metro had a number of folks on the ground, many of whom
were using GPS and GIS to manage the effort. I didn't hear anything about
that level of effort within Douglas County but I would venture to guess
something was digitally recorded. The Sheriff's
blogposted
an image of a hardcopy map that showed SAR areas. I also asked some
folks at Metro if some or any of the data they collected would be released
and I have not heard back. I hesitated to start a
Crowdmapbut after a kick in the pants by one of
Mark's colleagues, I decided to post
it and it's been well received. I'm sure there are some out there that don't
appreciate unofficial/unconventional search tools being thrown into the fray
but nothing else was active at the time. Within days, it was retweeted and
has reached over 2000 pageviews. Not a huge hit, but still, it gets people
looking at a map. I called Douglas County's Sheriff's office as well as
Cycle Oregon to make sure it wasn't doing more harm than good. Douglas Co.
never responded but they did post it as a link on their website. Jerry
Norquist at Cycle Oregon got back to me yesterday and said I should go
through someone at Metro or Douglas Co. to make sure it's not conflicting. I
figured by now, it's gaining momentum, has had enough hits, and even some
possible leads reported.
Meanwhile, another Google
Mapwas put
up to track the flier distribution effort which was one of the
categories in Crowdmap so I looked into ways to incorporate that data with
the CrowdMap. Fortunately, there is a way to link KMLs live into CrowdMap so
both can coexist. My hope is that through both maps, we can crowdsource the
effort to get the word out, as well as substantiate leads and ultimately
find Mark. Crowdmap has the kind of tools to assist in reporting as well as
aggregate feeds from Twitter, News, and direct reports. I can always use
help administering the site and approving and verifying reports. The more
eyes on these, the more information we have. Let me know if you're

To expand on Cy?s email: We are currently researching the acquisition and
analysis of cell data for an unrelated county investigation and shared some
of our research with the Douglas County Sheriff and Investigator.
Some of you may have read on Mark?s blog, *?He had his cell phone but the
battery died before he disappeared. There?s been no activity on his phone
since that time*.? Mobile devices such as the iPhone power off when the
battery is almost (<5%) depleted, but it can still transmit a signal until
it is completely depleted.
In talking with the Douglas County Investigator, they confirmed that they
had only required two of the three types of cell data. The two types they
acquired were: data for Idle Mode Query (real time location of the phone)
and Call Data Record (showing time and cell sector of last call).
We recommended they go beyond asking for a call log of last calls and
activity and to aggressively address the Idle Mode data from *the towers in
the area.* If the data is available, it is tied to a Cell Tower ID (CID)
which identifies the individual antenna that received the signal from the
phone. From that they can derive the general location. The carrier (AT&T)
could also possibly provide the sector map (modeled propagation map of the
antennas coverage area) from that tower. This is usually done in their
engineering department but we?ve been told that the carrier?s technicians
have this data.
It is very difficult to piece all of this together to find out. They have to
dig into it. It is a very specialized area with no standardization so no
carriers do things the same. This is data that doesn't go into billing
statements so it is really a second class citizen, with no standardized
format or length of time that the data has been kept (from what we have
learned).
The purpose of acquiring this data (if available) would be to confirm if
Mark left the area and if so - which direction he headed.

WhereCampPDX is right around the corner and we're proud to kickoff our 4th
year of this excellent event! WhereCampPDX is a free, annual unconference
for people interested in geography and related technologies. *This year?s
WhereCampPDX will be happening October 7-9 at Metro Regional Center and
other Portland locations.*
Who
WhereCamps are volunteer-created events for anyone interested in geography
and technology. Everyone who is interested in these topics is invited to
participate.
What
An unconference is a conference
planned by the participants. We come together in the morning and plan the
sessions that will make up the day?s discussions and activities. This gives
everyone an opportunity to bring the things that interest them the most to
the table, ask questions, and talk about new and exploratory topics. We
value open participation, providing access to new voices, and lowering
barriers to participation. As a result, the event is driven by the interests
and talents of the participants.
When & Where
WhereCampPDX 4 will be held October 7?9, spanning Friday, Saturday and
Sunday.
To kick things off, we?ll be hosting an opening party on Friday night with
food, drink, and casual geonerdery. On Saturday, the Metro Regional Center

Subject: [gis_info] Solicitation for Student Project Ideas

Hello all, it is that time of the year again: the UW Professional and Continuing Education GIS Certificate program is gearing up for another year. As in the past, we are looking for project ideas for our student teams. If you have a project idea and would like to sponsor a project, we'd love to hear about it.
Here's a little bit about what would make a good student project:
* Size: should be appropriate for a 3-4 (maybe 5) student project team
* Schedule: projects really get into gear January 1st though some planning takes place during the months prior to this. Deliverables are completed in June.
* Content: the project should go beyond just data creation in order to give the students a good learning experience. Projects that include several of the following are great: data modeling, data creation, data manipulation, analysis, map production, producing reports, etc
* Sponsorship: sponsored projects are usually among the best in terms of student learning opportunity and quality tangible results delivered to the sponsoring organization. Examples include City of Seattle, City of Kirkland, People for Puget Sound, and many more.
* Time commitment for sponsors: can vary greatly. Some students interview their sponsors to understand the needs and requirements and then work independently from that point forward. Other projects have very active sponsors who meet several times with the student team, review documents, provide feedback, and receive periodic status reports from the team. Most projects fall somewhere in between of course.
I have found that many organizations have perfect candidate projects in tasks that have been lingering on the back-burner for some time. Using students, it is a great way to get some of these small projects done and at the same time provide valuable experiences for the students. In terms of quality, many of the project have had very happy sponsors. Some sponsors have provided great feedback and a few of them have gone on to hire some of the students. I should also mention that our student projects frequently win awards at the annual Washington Status URISA conference.

* Description of proposed project (short paragraph is fine)
