THE POSITION:
The Information Systems Analyst II with the Vertical GIS Specialty will be  
responsible for analyzing, designing, developing and supporting GIS  
activities within the City of Portland's Bureau of Development Services  
(BDS). Specific responsibilities will include: assisting in implementing the  
city's next generation e-permitting system, with a focus on geospatial  
capabilities and data; assisting in integrating the e-permitting system with  
the city's existing enterprise GIS infrastructure; assisting in developing  
and deploying optimal data models for storing and sharing data entities of  
importance to BDS and other city bureaus; designing, developing and  
supporting custom code as needed to meet BDS's goals and business  
requirements; and providing direct support to GIS users within the bureau.  
The successful candidate will require demonstrated and extensive hands-on  
experience with the ESRI GIS software stack including ArcGIS Desktop, ArcGIS  
Server and coding against ArcGIS Server's Javascript/REST interface.  
Experience with Microsoft SQL Server, Python, C#, Google Earth and the  
Google Maps API are desirable, but not required. As a condition of  
employment, the successful candidate must pass a comprehensive police  
background investigation.
TO QUALIFY:
Applicants must specifically address and demonstrate in their cover letter  
and resume how their education, training and/or experience meets each of the  
following qualifications:
1.

Ability to code in at least two of the following languages: Javascript,  
Python, C#, VB.NET<http://VB.NET>, Java.

2. Ability to perform analytical work using ArcGIS.
3. Expert knowledge and experience with GIS Concepts.
4. Knowledge of relational database engines such as: SQL Server, Oracle,  
MySQL or PostgreSQL with hands on experience in database design, creating  
and modifying SQL scripts or stored procedures and effective use of indexes.
5. Knowledge and job-related experience in analysis, design, development,  
testing, implementation and maintenance of software applications.
