The target audience is public works directors, city/county engineers, project managers, city managers, finance directors, purchasing directors, city/county attorneys, elected officials, school districts, ports, special districts, IT departments (GIS). Since Qualifications Based Selection (QBS) procedures are now required by statute for a variety of professional services which GIS programs often procure, such as orthophotography and Lidar, it seemed appropriate to pass this notice along to you. SAVE THE DATE! January 24, 2012 Please forward this notice to your membersand colleagues and encourage them to forward it to their staff members involved in the procurement of design professionals. This could include public works, local government engineers and architects, project managers, city managers, finance directors, purchasing directors, attorneys and elected officials. We hope all interested parties will be able to attend to help ensure they understand the appropriate use of QBS and the new rules for the implementation of HB 3316. WHAT On January 1, 2012, HB 3316 will take affect and require Qualification Based Selection (QBS) for the procurement of engineers, architects, land surveyors, photogrammetrists, and transportation planners. This will be a change for many of your members as QBS was previously only required when certain thresholds were met. Now, HB 3316 requires QBS for all projects in Oregon. WHEN & WHERE On Tuesday, January 24 at the Wilsonville Holiday Inn, an educational forum will be held for local government procurement officials. All members of your staff involved in the procurement of design professionals should consider attending to learn about the new law and how to use QBS to ensure the best projects possible. The forum will be a half day and begin in the morning.
