Sorry if some of you government folks are not used to the citizen level of
participation.  Government folks call us "Watch Dogs".  Whatever name you
give it is fine with me, doesn't really matter.  If you are employed by a
government agency, fine, enjoy the frolicking, that without oversight, you
are Entitled!  But the conflict is that you are a citizen as well.  So
while GIS practitioners within government have gainful employment with
excellent benefits they along with others have no problem with abusing the
system on the backs of citizens.  Why is this happening? It's because the
only thing an agency wants is to be funded, without great regard to
services to citizens or how they're measured in terms of accountability and
effectiveness of the very same funds that they are graced with.
