Welcome to the Spring 2015 issue of the Oregon GIS Framework Newsletter. This quarterly newsletter presents a summary of GIS Framework related activities over the past three months.


Featured Framework Data Element: Oregon Shorezone

As part of a 2013-15 Framework Data Development funded project, Oregon Department of Fish and Wildlife's Marine Program Resource Assessment and Management Section was able to complete mapping of Oregon's shorezone. Shorezone is a coastal habitat mapping and classification system in which georeferenced aerial imagery is collected specifically for the interpretation and integration of geomorphic and biological features of the intertidal zone and nearshore environment. Oblique low-altitude aerial video and digital still imagery of the coastal zone is collected during the lowest tides of the year, usually from a helicopter flying at or below 100 m altitude. During image collection, the aircraft's GPS position is continuously recorded so that the video and still imagery have positional information. Video imagery is accompanied by continuous, simultaneous commentary by a geologist and a biologist aboard the aircraft. The imagery and commentary are used in the definition of discrete along-shore coastal habitat units and the mapping of observed physical, geomorphic, sedimentary, and biological across-shore components within those units. Units are digitized as shoreline segments in ArcGIS, then integrated with the along-shore and across-shore geological and biological data attribute tables housed in the geodatabase. Mapped habitat features include degree of wave exposure, substrate type, sediment texture, intertidal biota, and some nearshore subtidal biota.







A Summary of Framework Activity this Winter

The highlight of the past winter for Framework was the kickoff of the Framework Data Development funding program for 2015-17 on March 2nd.  Proposals are due April 14th.  See program RFP here<http://www.oregon.gov/DAS/CIO/GEO/fit/docs/FIT_funding_program_2015-17.pdf>.
At their December 17th meeting, OGIC endorsed the Stewardship Plan for UGB Boundaries<http://www.oregon.gov/DAS/CIO/GEO/fit/admin_boundaries/docs/Stewardship%20Plan%20for%20UGB%20Framework%20vdot4final%20(2).pdf>,
A summary of FIT meetings and events is listed below:
The Fish Habitat Distribution Data Standard Workgroup of the BioScience FIT met on January 14th<http://www.oregon.gov/DAS/CIO/GEO/fit/bioscience/docs/OFHDDS_WorkgroupMeetingNotes20150114.pdf> and again on February 24th<http://www.oregon.gov/DAS/CIO/GEO/fit/bioscience/docs/OFHDDS_WorkgroupMeetingNotes20150224.pdf>.  The workgroup's goal is to present the amended data standard at the Framework Forum on May 20th.

The Shorelines Workgroup of the Coastal and Marine FIT met on February 3rd.
On February 4th, the FIT Leaders group met in Salem, primarily to review the 2014 Framework Status Assessment Report<http://www.oregon.gov/DAS/CIO/GEO/docs/fit/All%20Themes%20Status%20Jan%202015.pdf>.
On March 13th, the 45 day review period for the amended Oregon Geospatial Metadata Standard<http://www.oregon.gov/DAS/CIO/GEO/fit/metadata/Oregon_metadata_standard_ver%20_2%2001.pdf> closed.  Comments are currently being reviewed by the Metadata Workgroup.

Upcoming FIT Meetings:

Hydrography FIT meets April 7th, 9:30am - 11:30am in Conference Room 124A at Oregon Water Resources Department in Salem.
The Oregon Coastal & Marine Data Network, which constitutes the Coastal-Marine FIT also, meets at the Corvallis Public Library on April 9th from 9:00am - 4:00pm.
On May 20th the 18th Oregon Framework Forum will be held at the Chemeketa Center for Business and Industry in Salem.  An agenda will be available soon.

A Word from the Framework Coordinator:

As work winds down on the Framework Data Development projects that were funded during the 2013-15 biennium, I look forward to a new set of project proposals coming from the FIT community this spring.  While the amount of funding available, $500,000 is not even close to the amount needed to make a big dent toward completion of the Oregon Framework vision, it is critical for continued progress.  I appreciate all of the creative and important project work that has resulted from these past projects; it keeps the Framework program moving forward.
