Are you skilled in the development and maintenance of GIS and other databases? Are you interested in improving the data resources available for conservation of native species and ecosystems in Washington State? We are looking for a highly qualified and motivated candidate to serve as the Data Manager with the Washington Natural Heritage Program. In this role, you will develop information products and manage data that are used to conserve species and ecosystems throughout Washington State, including decisions on land-use and species protections. The Data Manager with the WNHP manages the most comprehensive database of Washington's rare plant species and rare and high quality ecosystems, as well as develops and maintains other databases, web applications, and technical solutions for the program.
As the Data Manager, you will provide expertise in spatial and non-spatial data capture, use and analysis; QA/QC of spatial data; development and maintenance of web applications to provide geospatial and tabular data to stakeholders; analysis and recommendations of optimal data structure; and determine appropriate hardware, software, and network specifications. You will effectively communicate and network with staff from the Natural Heritage Program, other DNR programs throughout the state, other state, federal, and local agencies, non-profit organizations, and others. This is a permanent, full-time position represented by the WFSE.

* Maintaining the statewide database of rare plant and rare and high quality ecosystem occurrences;
* Working collaboratively with Natural Heritage Program staff to develop technical solutions for data management;
* Acting as a technical liaison with data managers in DNR and other agencies and organizations;
* Developing complex web applications, mobile data collection modules, and databases to meet program needs;
* Exercising strong communication and interpersonal skills, including good judgment, ability to express ideas clearly and concisely, and working collaboratively with people with diverse priorities and perspectives;
* Supervising one or more positions, including the Data Specialist, who is responsible for entering data from diverse partners, conducting environmental review, and updating and maintaining the Natural Heritage website content (among other responsibilities).

Required Qualifications:
The right candidate has:
* At least 4 years of demonstrated experience in ESRI ArcGIS programming (Python, R, or JavaScript preferred)
* Demonstrated experience in GIS consultation, data modeling, analysis, design, programming, technical support, and documentation.
* Demonstrated experience designing, developing, and managing databases.
* Demonstrated experience building mobile applications for use with phones, tablets, and high-precision GPS.
* Demonstrated experience developing, managing, and supporting web-based GIS technologies, including GIS services.
* Demonstrated skills in gathering, documenting and implementing user requirements
* A Bachelor's degree in GIS or natural resource science.
Desirable Qualifications:
* Advanced degree in GIS or natural resources science
* Demonstrated experience applying NatureServe/Natural Heritage methodology.
* Demonstrated proficiency and experience with the NatureServe Biotics software application, including Crystal Reports.
* Advanced working knowledge of mobile data collection applications (e.g., Collector, Survey 123, Fulcrum, etc.), and map/feature services.
* Working knowledge of remotely sensed data (e.g., aerial photography, lidar, phodar).
