[gis_info] Update to Public Dashboard on Oregon COVID Cases

Good afternoon,

We have updated our dashboard showing COVID-19 cases in Oregon. Here's the details of the updates:

*        New graph indicating the number of new cases per day (the epi curve)

*        Updated symbology to reflect the percentage of population

Screenshot below of new dashboard (attached as image for those that can't view images in their emails).
