[gis_info] Announcement: New OGIC_Info listserv & Website

I'm happy to announce that the Oregon Geographic Information Council (OGIC) has a new list serve for the GIS community to use to receive information specific to OGIC.  This will become the primary mechanism for communicating about OGIC activities, meetings, etc. via quarterly newsletters and meeting announcements.
