[gis_info] AGOL temporary license provisioning

Hello GPL,
As ODFW transitions to Named User accounts, I'm curious how other agencies manage temporary license provisioning in AGOL? For example, a Creator needing temporary access to a Standard or Advanced Pro license or granting temporary access to extensions. It seems like an unnecessary expense to have Named User accounts at the Professional or Professional Plus level when the need for those tools is only a couple of times of year.
What is your method for checking licenses in and out? How are you tracking license usage? Do you set a time limit that addon license can be checked out? Are there thresholds of use (such as, frequency of license requests or hours of usage) that help you determine when a user's User Type should be bumped up to the next level?
