The June GPL meeting is scheduled for:
Tuesday, June 9th
1:30 - 3:30 pm
Oregon Department of State Lands
775 Summer St. NE Suite 100
Salem, OR 97301
Mill Creek Room
This meeting will be dedicated to the review of the 2009-2011 FIT Funding Proposals. In order to provide an objective review of the proposals, OGIC has removed the recusal provision from the application process. This means that if a member of GPL, FIT or PAC has submitted a proposal they will be allowed to vote during the review process. The proposals will be screened by a panel with representatives from GEO, FIT, GPL, PAC and those meeting the application criteria will be passed on for review by the respective committees.
The current proposals can be found on the FIT website:
http://gis.oregon.gov/DAS/EISPD/GEO/fit/framework_proposals.shtml
GPL members should review the proposals prior to the June 9th meeting as copies will not be provided.
An outline of the full 09-11 Framework Data Development Program can be found at:
http://gis.oregon.gov/DAS/EISPD/GEO/fit/docs/OGIC_FIT_funding-20090210.pdf
The 2009 GPL Process for FIT Proposal Ranking will be:
Each proposal will be allotted the same amount of time for discussion
and voting. This will most likely be between 5 and 10 minutes depending
on the number of proposals. If physically present, proposal sponsors
will be allowed to answer questions posed by GPL.
Voting will be blind (paper ballots collected at the end of discussion for each
proposal)
Each GPL agency/entity will be allotted the same number of votes as
there are proposals (e.g. 10 proposals = 10 votes). Each agency will be
given the same number of high, medium and low votes (the number will be
weighted towards the middle). For example if there are 10 proposals,
each agency will be given 3 high, 4 medium, 3 low votes. For ranking
purposes a high vote will equate to 3 points, medium 2 points, low 1
point.
Each GPL agency/entity will also provide a funding recommendation based
on a technical review with each vote. The recommendations will be for:
Full Funding, Partial Funding (with suggested dollar amount), No
Funding. The funding recommendations for each proposal will be averaged
into one value that will accompany its ranking.
