This is a 6-month temporary position located in Portland, OR.
The Oregon Health Authority, Public Health Division, Health Promotion & Chronic Disease Prevention Section<http://www.oregon.gov/oha/PH/DiseasesConditions/ChronicDisease/Pages/Program-Information.aspx> in Portland, OR is recruiting for a public health professional savvy in policy and systems change strategies and executive leadership collaboration and negotiation skills to fill the temporary position of Worksite Wellness Policy Specialist for the Chronic Disease Prevention Program<http://www.oregon.gov/OHA/PH/DISEASESCONDITIONS/CHRONICDISEASE/Pages/index.aspx>. This position creates the infrastructure for state and community worksite wellness programs by developing policies, standards and program initiatives in partnership with executive leadership. In addition, this position oversees and implements grants, contracts and budgets to assure availability of financial, state and administrative resources needed to accomplish worksite wellness objectives consistent with the mission, strategic priorities and policies of OHA. The Oregon Health Authority promotes health equity by developing policies and programs to eliminate health disparities and reach health equity for all Oregonians.
What will you do?
You will develop highly complex, collaborative relationships with key executives of large public and private employers, agencies and organizations to evaluate, recommend and negotiate program policies and standards for the implementation of large-scale worksite wellness programs. You will evaluate and recommend program priorities to achieve state program goals or to meet funding requirements relating to tobacco, substance abuse, obesity, physical activity, nutrition and chronic disease self-management. You will develop promotional and communication plans and strategies designed to maintain positive relationships with employers, health system partners, health care benefits payers and insurers, the public, program stakeholders and other agency programs. In addition, you will oversee the development and monitoring of worksite wellness budgets and contracts as well as assure availability of financial, state and administrative resources needed to accomplish worksite wellness objectives.

MINIMUM QUALIFICATIONS
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to Public Health; AND four years of experience coordinating or administering a program related to Public Health.
OR
Any combination of experience or education equivalent to seven years of experience coordinating or administering a program related to Public Health.
DESIRED ATTRIBUTES
A graduate degree in public health is preferred.
Knowledge of:
* Population-based public health assessment, policy development, intervention and evaluation.
* Health systems and health care insurers organizational structure and funding.
* Principles and practices of policy, environmental and systems change.
* Evidence-based approaches to address the prevention, early detection, and self-management of substance use disorder, chronic diseases and associated risk factors including tobacco, obesity, poor nutrition and lack of physical activity.
Ability to:
* Evaluate and recommend program priorities and strategies to achieve state program goals or to meet funding requirements.
* Translate program priorities into project management and communications plans.
* Develop promotional and communication plans designed to educate about evidence informed policy solutions.
* Provide oversight for and implementation of state agency programs, grants and contracts.
* Assure availability of financial, staff, and administrative resources needed to accomplish objectives.
* Provide guidance and oversight for grant and contract application processes and scope of program activities.
* Write technical reports.
* Apply economic and strategic decision-making.
* Facilitate and negotiate highly complex and large-scale collaborative relationships with and among state agencies, heath system leaders and members of local, state and national agencies, community organizations, employers and various OHA and DHS stakeholders.
* Represent the agency to local health officials, members of the news media, legislative bodies, and others.
* Experience promoting a culturally competent and diverse work environment.
