[Irrlist] 131 draft ballot title

On October 23, 2001, a draft ballot title for initiative 131 was received by the Secretary of State, Elections Division from the Attorney General's office. Written comments on the draft ballot title are due in the office of the Secretary of State, Elections Division no later than 5pm on November 6, 2001. Electronic comments can not be accepted.
