[Irrlist] Public Hearing Notice, for Testimony on Draft Explanatoy and Financial Estimate Statements

Following is a public hearing notice for hearings to accept testimony on
the draft explanatory and financial estimate statements for the
initiative petitions and one legislative referral. This notice has been
sent previously, with the only change here is that the attached draft
statements now include a draft explanatory statement for IP 19 and IP
109, as well as the ones attached previously.As soon as more draft
statements are available, additional notices will be sent.

PUBLIC HEARINGS SCHEDULED FOR ACCEPTING TESTIMONY ON PROPOSED BALLOT
MEASURE EXPLANATORY AND FINANCIAL ESTIMATE STATEMENTS
FOR THE 2008 GENERAL ELECTION

SALEM -- Public hearings have been scheduled for draft explanatory
statements (drafted by the explanatory committee per petition or
legislative referral) and draft financial estimate statements filed with
the Secretary of State’s Office. The hearings will be held at the same
time for accepting testimony for both the explanatory statements and
financial estimate statements. Attached are all of the draft explanatory
statements and financial estimate statements that have been received by
this office to date. Updated public notices will be issued when
additional draft statements are received. 

Each explanatory statement committee is responsible for preparing an
“impartial, simple and understandable statement . . . not to exceed
500 words” to explain each measure. The financial estimate committee
estimates the amount of direct state and local expenditures, direct
reductions of state and local expenditures, direct reductions in state
and local revenue and direct state or local tax revenues or indebtedness
and interest caused by passage of a measure. 

Parties interested in submitting written or oral testimony for any of
the statements may attend the public hearing, as scheduled below.
Testimony may be submitted at any time prior to the hearing date;
delivered, mailed, by fax (503-373-7414), or by email to
norma.j.buckno at state.or.us. However, testimony must be filed no later
than the adjournment of each hearing. If testimony is received, each
committee must meet to consider suggestions and any other information
submitted at the hearing.

Following is an overall schedule for the public hearings. All of these
hearings are in the State Capitol, in Hearing Room 167-A (first floor,
down the hallway past the State Treasurer’s offices, within the
Commission on Indian Services office). If attendance at any hearing
appears to go beyond this room’s capacity, the hearing will be moved
to Hearing Room D. 

July 29, 2008 (Tuesday):	
8:30 am to 10:00 am	IP 20 (Teacher "Classroom Performance," Not
Seniority, Determines Pay Raises; "Most Qualified" Teachers Retained,
Regardless Of Seniority)	
10:30 am to 12:00 pm	IP 25 (Penalizes Person, Entity for Using Funds
Collected with "Public Resource" (Defined) for "Political Purpose"
(Defined))	
1:30 pm to 3:00 pm	IP 109 (Changes General Election Nomination
Processes for Major/Minor Party, Independent Candidates for Most
Partisan Offices)	
3:00 pm to 4:30 pm	IP 19 (Prohibits Teaching Public School Student
in Language Other Than English for More Than Two Years)
