Oregon's land-use planning system is among the finalists for an "Innovations in American Government" award from Harvard University.

In announcing the finalists, Harvard's John F. Kennedy School of Government said Oregon's system protects farm and forest land through property tax incentives, transferable development rights and limited-use requirements.
