[Libs-Or] E-rate news: Funding Year 2003 discount announcements begin

The Schools and Libraries Division began sending announcements of
E-rate discount awards for Funding Year 2003 at the end of
April, with Funding Commitment Decision Letters (FCDLs) going
to Oregon 22 libraries, library consortia and districts, totaling
around $66,000.  Discounts in this group are all for the
telecommunications and Internet access categories (Priority 1)

The national estimate for Funding Year 2003
for Priority 1 discounts for schools and libraries
is currently $1.745 billion - much less than the
annual cap of $2.25 billion available for disbursements.
Announcements (known as Waves) of FDCLs
will be made every two weeks, with initial focus on those
that applied only for Priority 1 services.
